Visit North Plate Celebrates National Travel and Tourism Week

LINCOLN —&nbsp;Nebraska’s congressional delegation is coming to the rescue of a group of cabin owners at two reservoirs near McCook.

On Wednesday, U.S. Sens. Deb Fischer and Pete Ricketts, along with U.S. Rep. Adrian Smith,&nbsp;introduced legislation to allow the transfer of cabin areas at Swanson and Red Willow Reservoirs&nbsp;to Hitchcock County and Frontier County, respectively.

Controversy had erupted after the current owner of the cabin areas, the&nbsp;U.S. Bureau of Reclamation, had&nbsp;<a target="_blank" href="https://nebraskaexaminer.com/wp-admin/post.php?post=11624&amp;action=edit">sought to remove</a>&nbsp;the privately owned cabins and trailers by November 2024 to make way for a proposed slate of campground improvements.

The order didn’t sit well with the cabin owners, who had enjoyed a lakeside retreat for decades, and with concessionaires who operated at the two lakes. There are 110 cabins on Swanson Reservoir near Trenton and 71 cabins at Red Willow north of McCook, and concession businesses at both lakes.

Under the bills introduced in Congress, Hitchcock and Frontier Counties would have three years to purchase the two cabin sites. Then they would manage the two areas and benefit from the lease payments and concession fees paid.

Local leaders had expressed concern that losing the two summertime communities would hurt local businesses and tax revenue in a section of southwest Nebraska that has&nbsp;seen a decline in permanent residents.

Fischer said the legislation “charts a better path forward for the local community and the federal government.”

“I encourage both the House and Senate to move quickly on our legislation,” Fischer said in a press release.

Both Ricketts and Smith echoed those sentiments.

Paul Nichols, chairman of the Hitchcock County Board, said local residents heavily supported the land transfer.

“These areas have been in place and operating for decades allowing residents to build businesses and support families, not to mention the tax dollars Hitchcock County relies on for this small community,” Nichols said.

The cabin owners and concessionaires, he said, have pledged to raise the funds to purchase the two plots so there will be no cost to local taxpayers.

Nichols added that once the land is transferred, both counties will reap yearly lease income from the cabins along with a percentage of sales at the two concession businesses.

“It’s not a big amount of money. But you have to have a penny before you have a dollar,” he said.

Steven Hall of the Frontier County Board thanked the Nebraska politicians for&nbsp;<a target="_blank" href="https://nebraskaexaminer.com/2023/07/27/congressional-delegation-working-to-save-mobile-homes-from-removal/">working out an agreement</a>&nbsp;to facilitate a transfer to the local counties, which will assume all responsibilities and liabilities. Over the past year, the three officials worked with the Bureau of Reclamation and the local counties to craft a bill all could agree with.

“Frontier County does not want to lose tax base by losing the concessions or the privately owned cabins,” Hall said.

Bill introduced to allow lakeside cabins to remain at two southwest Nebraska reservoirs

(NORTH PLATTE, NEB.)&nbsp;&nbsp;— Investigators with the Nebraska State Patrol conducted numerous alcohol compliance checks in April. These checks were conducted in partnership with local public health agencies.

On April 6, investigators conducted alcohol compliance checks in Dawes County. In total 26 businesses were inspected. Two of those businesses sold alcohol to a minor. This operation was supported by grant #1848 from the Panhandle Prevention District/Public Health District.

On April 12, investigators conducted checks in Chase and Perkins Counties. Ten businesses were checked with one business selling alcohol to a minor. This project was funded&nbsp;100% by the Region II Human Services SUPTBG ($427,899.00, 6B08TIO85820-01M002) through SAMHSA, contracted through the NDHHS, Division of Behavioral Health.

On April 13, investigators conducted checks in Deuel and Garden Counties. A total of 15 businesses were inspected. One of those businesses sold alcohol to a minor.&nbsp;This operation was supported by grant #1848 from the Panhandle Prevention District/Public Health District.

On April 18, investigators conducted checks in Custer and Loup Counties. All eleven businesses inspected refused to sell alcohol to a minor for a compliance rate of 100%.

On April 27, investigators conducted checks in Scotts Bluff County. In total, 27 businesses were inspected. All 27 businesses refused to sell alcohol to a minor. The compliance rate was 100%. This effort was supported by grant funding from the Nebraska Department of Transportation – Highway Safety Office.

On April 28, investigators&nbsp;conducted alcohol compliance checks in Nemaha and Otoe Counties. In total, 21 businesses were inspected. Three of those business sold alcohol to a minor.

For the month of April, 89 businesses were inspected in total. 85 of those businesses refused to sell alcohol to a minor. April’s overall compliance rate was 96%.

The businesses checked included restaurants, bars, grocery stores, liquor stores, convenience stores, and other establishments that sell alcohol. Businesses that sell alcohol to a minor are referred to the Nebraska Liquor Control Commission. Clerks who sell alcohol to a minor are cited for procuring alcohol for a minor.

NSP Announces April Results of Alcohol Compliance Checks 

(LINCOLN, NEB.)&nbsp;– Yesterday, the Governor’s Office, Nebraska Department of Economic Development (DED), and Nebraska Chamber of Commerce &amp; Industry held a press conference in North Platte to kick off the new&nbsp;6 Regions, One Nebraska&nbsp;initiative.

The strategy is convening leaders in each of Nebraska’s six community college districts&nbsp;to design and implement collaborative, regional economic development projects.&nbsp;

“To grow Nebraska for our kids and grandkids, we have to be on the same page and pulling in the same direction,” said Governor Jim Pillen. “Our 6 Regions, One Nebraska initiative brings key leaders to the table so that we can build the partnerships needed to move our state forward.”

At the request of Governor Pillen, the Nebraska Legislature allocated $3 million of American Rescue Plan Act funds to DED this year to fund the regional effort.&nbsp;The State financial investment, supplemented by private dollars, is helping to establish a core work team in each region.

“In the new era of economic development,&nbsp;it’s less likely for any one community to have all the resources it needs to thrive,” said DED Director K.C. Belitz. “Partnerships are more important than ever as we recruit talent, develop housing, and build a supportive ecosystem for entrepreneurs. Nebraska is blessed with exceptional community leaders.&nbsp;The regional initiative is going to be guided by their shared ideas and insights.”

The State’s financial investment will also provide financial incentive for initial regional projects in one of the following areas:

“I’m tremendously excited to launch this new initiative,” said Kyle Arganbright, mayor of Valentine and co-chair of the Mid-Plains regional team. “Our region has spectacular natural beauty and is brimming with potential for growth. It’s inspiring to be in a room with leaders who share my passion and dedication to grow rural Nebraska.”

Governor Jim Pillen is meeting with each regional team twice annually for work sessions. Each session will include a presentation of data to inform regional decision-making. Each region will also conduct asset mapping to identify the strengths it can draw on to drive growth.

Governor’s Office, DED, and State Chamber Launch “6 Regions, One Nebraska” Initiative

(Gering, Neb.) — Weather permitting, work will begin May 20 on US-30, from reference post 87.36 to reference post 108.00, according to the Nebraska Department of Transportation.

Paulsen, Inc. of Cozad is the contractor for this project. Work includes bridge work, new culvert installations, asphalt milling and overlay, earth shoulder construction and permanent pavement marking.

Traffic will be maintained lane restrictions, a pilot car and flaggers, and temporary traffic signals. Follow the marked route. N-27 will remain open from I-80 to Oshkosh. US-30 will be closed to thru traffic from Chappell to N-27 North, and from N-27 South to US-138 West. An 11-foot width restriction will be in effect. Anticipated completion is Nov. 2024.

Nebraska Department of Transportation(Gering, Neb.) — Weather permitting, work will begin May 20 on US-30, from reference post 87.36 to reference post 108.00, according to the Nebraska Department of Transportation.Paulsen, Inc. of Cozad is the contractor for this project. Work includes bridge work, new culvert installations, asphalt milling and overlay, earth shoulder construction and permanent pavement marking.Traffic will be maintained lane restrictions, a pilot car and flaggers, and temporary traffic signals. Follow the marked route. N-27 will remain open from I-80 to Oshkosh. US-30 will be closed to thru traffic from Chappell to N-27 North, and from N-27 South to US-138 West. North Platte, Neb. - The North Platte Police Department will be participating in the “And Then It Clicked” seatbelt enforcement campaign from May 20th, 2024 through June 2nd, 2024.&nbsp; The high visibility traffic enforcement campaign will focus on all Nebraska traffic laws, with an emphasis on seatbelt usage.&nbsp; The Nebraska seat belt usage rate in 2023 was 77.3%.&nbsp;

A May 6th, 2024 seatbelt survey conducted by the North Platte Police Department showed a 63% rate of seatbelt usage.&nbsp; In 2022, 11,302 unrestrained people were killed in car crashes.&nbsp; That equates to one fatality every forty-seven minutes.&nbsp; The North Platte Police Department reminds drivers that one simple click could save your life.

KEARNEY – The University of Nebraska at Kearney will host its spring commencement 10 a.m. Friday at the Health and Sports Center on campus.

Chancellor Doug Kristensen will confer degrees for 702 graduate and undergraduate students during the ceremony and present the Ron and Carol Cope Cornerstone of Excellence Award to Michael Yanney and Tami and Jerry Hellman.

Bob Phares, a UNK alumnus and regent emeritus, will deliver the keynote address

Born in Atlantic, Iowa, and raised in North Platte, Phares graduated with honors from UNK in 1962 with a degree in business administration. His dedication to service started early when he was elected mayor of North Platte at the age of 28. That dedication has continued throughout his lifetime and includes 16 years as a member of the University of Nebraska Board of Regents. He served as board chair three times and was awarded regent emeritus status in 2022.

A past president of the League of Nebraska Municipalities, Phares was also a member of the NU President’s Advisory Council and he’s been involved with Great Plains Regional Medical Center for more than 20 years, including eight years as chairman of the board. Now semi-retired, he was president and owner of Phares Financial Services in North Platte.

Phares has received the UNK Distinguished Service Award, Outstanding Alumni Award and College of Business and Technology Distinguished Alumni Achievement Award.

The student speaker is Katie Cornelio of Monument, Colorado, who graduates summa cum laude with a&nbsp;<a href="https://www.unk.edu/academics/history/undergraduate-program/social-science-7-12-teaching-field-endorsement.php">bachelor’s degree in social science education</a>.

Cornelio was a three-year letterwinner and co-captain for the UNK swim and dive team. She was also part of the Teacher Scholars Academy, Chancellor’s Ambassadors, Gamma Phi Beta sorority, Order of Omega honor society and Teachmates, Loper Leaders and Loper Pals mentorship programs. Cornelio participated in undergraduate research and worked as a campus visit assistant.

She’ll continue her education by pursuing a Master of Arts in Teaching at Duke University.

Rob Schafer, chair of the NU Board of Regents, will also address the graduates. The national anthem will be performed by Sadie Uhing of Hartington, who graduates magna cum laude with&nbsp;<a href="https://www.unk.edu/academics/music/index.php">bachelor’s degrees in music education and music performance</a>.

Those who are unable to attend in person may watch the ceremony via livestream on&nbsp;<a href="https://www.unk.edu/about/event-dashboard.php">UNK’s website</a>. A recording can also be viewed later on the website.

Commencement attendees are encouraged to park in the lots west of the Health and Sports Center. Visitors with handicap permits can park east of the Health and Sports Center. Those transporting a handicapped person will have access to drop off the individual on the east side of the complex but will need to move their vehicle to another lot.

Visitors with wheelchairs can sit in the corner seating sections on the main floor of the Health and Sports Center or use the elevator in the northeast corner of the building to sit in the designated section on the arena floor.

Guests should expect a visual inspection of person, bags and clothing capable of concealing prohibited items. Small clutch purses and wallets are preferred at entry and will expedite inspection.

If a prohibited item is revealed during a search, patrons may dispose of the item or they may return the item to their vehicle. The UNK Health and Sports Center does not safeguard any personal belongings or items of any type.

The Hot Sheets: May 14th, 2024

&nbsp; North Platte, Neb. - From May 8th through May 11th, the North Platte Police Department worked a high visibility traffic enforcement campaign, with a focus on impaired driving behavior.  During the campaign, one person was arrested for Driving Under the Influence.  One stolen vehicle was recovered, and the driver was jailed for possession of stolen property. 

 The occupant in the vehicle was jailed for an active arrest warrant.  One juvenile was cited for speeding, flight to avoid arrest &amp; Willful Reckless Driving. Six citations were issued for Speeding.  One citation was issued for a traffic signal violation.  Four citations were issued for no valid registration and one citation was issued for no operator’s license.&nbsp;&nbsp;

&nbsp; Sidney, Neb. - The Sidney Police Department has an ongoing investigation involving a rash of damage at Legion Park and the Memorial Gardens. The Sidney Police has collected several videos, witness statements and are currently working to resolve this matter as soon as possible.

Sidney Police Department investigation damage at Legion Park and Memorial Gardens

 (Lincoln, Neb.) – The Nebraska Department of Transportation (NDOT) is pleased to announce the advancement of two engineers – Kyle Keller and Brandie Neemann.

With over a decade of experience at NDOT, Keller, a Scottsbluff native and University of Nebraska Lincoln graduate with a Bachelor of Science degree in Civil Engineering, brings exceptional leadership and expertise to his new role. He excelled in project scoping and roadway design, overseeing high profile projects including the US-275 Expressway, I-80 expansion to Pleasant Dale and the Wahoo Roundabout. As Assistant Roadway Design Engineer, he managed project delivery in Districts 1 and 7 and contributed to NDOT's Alternative Delivery Program.

Now, as Project Development Engineer/Division Head, Keller will apply his expertise in project delivery and leadership. He will focus on internal workforce development, cultivate relationships with partnering agencies and external partners and enhance early project planning and delivery processes. Keller assumed this role on May 6, 2024.

"Kyle's expertise as an Assistant Roadway Design Engineer aligns well with the requirements of his new role. We are looking forward to the guidance and innovation he'll bring to Project Development," remarked Vicki Kramer, Director of NDOT.

Neemann, a licensed professional engineer with over 25 years of experience at NDOT, has succeeded Mick Syslo as State Roadway Design Engineer. With a Bachelor of Science degree in Civil Engineering from the University of Nebraska-Lincoln, she started her career at NDOT as an intern and advanced into various key roles, including Project Development Division Engineer for eight years. Neemann has been pivotal in major agency initiatives, including developing the capital improvement project selection process and the implementation of the Build Nebraska Act/Transportation Innovation Act, as well as NDOT’s assumption of environmental review responsibilities from the Federal Highway Administration.

The Hot Sheets: May 13th, 2024

Nebraska Extension and Central States Center for Agricultural Safety and Health at the University of Nebraska Medical Center, College of Public Health, have announced plans for the annual “tractor safety” training courses scheduled at 8 sites across Nebraska in late May and early June.

Federal law prohibits children under 16 years of age from using certain equipment on a farm unless their parents or legal guardians own the farm. However, certification received through this course grants an exemption to the law allowing 14- and 15-year-olds to drive a tractor and to do field work with certain mechanized equipment. Certification is earned by completing a Hands-On Safety Day with written test (Certification Day 1), then completing the Tractor and Equipment Safety Training with driving exam (Certification Day 2). Successful completion of a Certification Days 1 and 2 will result in certification for 14- and 15-year-old youth to be employed on farms and ranches.

Certification Day 1 will cover the required elements of the National Safe Tractor and Machinery Operation Program, including quizzes which students must pass to attend the driving portion of training. Once a student is registered, they will be sent instructions, materials, course paperwork and a link to the online course if they will not be attending in-person.

Certification Day 2 will include a driving test and equipment operation and ATV safety lessons. Students must demonstrate competence in hitching and unhitching equipment and driving a tractor and trailer through a standardized course. Instructors will also offer education about safe behaviors and laws for ATVs, utility-task vehicles (UTVs), and other off-road vehicles (ORVs).The cost of the course is $40 and includes educational materials, the online learning link (if applicable), supplies, and lunch and snacks at in-person trainings. Payment will be made via credit card if registering online or via check if registering by mail.

Youth under 14 years of age can register for and attend Certification Day 1 if accompanied by an adult. They will not be able to drive equipment, attend Day 2, or become certified. Students under 14 must still register, but will not be charged the registration fee.

New Highway and Street Superintendents Licensed

North Platte, Neb. - The Mid-Plains United Way were one of over 80 local non-profits to sign up for this year's North Platte Giving Day. For people who donated to Mid-Plains United Way will be entered to win a pair of tickets to Parker McCollum for this year's NebraskaLand Day concert. 

The united way is preparing for an event this June and nearing the end of their 2023-2024 campaign and are making one last push towards their goal.&nbsp;

North Platte, Neb. - On May 14, 2024, Paws on the Platte will debut at Prairie Arts Center.  This marks the third time Paws-itive Partners Humane Society has brought community art to North Platte in the form of life-size dog statues.

Twenty-six businesses and individuals donated the unfinished fiberglass dog statues for area artists to paint.  "Each statue is turned into a one-of-a-kind masterpiece," said Jo Mayber, Paws-itive Partners president.  "The dogs are painted in themes from cartoon to realistic to abstract to surreal and each dog has a story behind it," Mayber said.  The wide variety of dogs is diverse and entertaining.  Some are painted in pastels and others in neon colors.  Some are embellished with butterflies, gems, mushrooms, rocks and feathers.

Paws on the Platte's debut is family friendly and open to the public at Prairie Arts Center.  The hours Tuesday are 1:00 pm to 4:00 pm and that evening from 5:30 pm to 7:00 pm.  The dog statues will be displayed at Sue Perez's color pencil art exhibit.  Perez is a three time Paws on the Platte artist.  

After their time at Prairie Arts Center, Paws on the Platte dogs will move to Great Plains Health and can be viewed in the lobby beginning May 25. The pack can be viewed at different locations up to their July 26 finale art auction.  The auction is scheduled at Pals Brewing Company and the public is invited to attend.  Music, beverages and Cartright's BBQ begins at 5:00 pm.  The live auction begins at 6:30 pm.  Dog statues will be sold to the highest bidders.  The auction proceeds go to Paws-itive Partners.

Paws-itive Partners, a 501 (c)(3) nonprofit organization helping animals in the North Platte and Lincoln County area.  They provide financial assistance to spay and neuter hundreds of cats and dogs every year.  Paws-itive Partners helps with emergency veterinary needs, cares for pets whose owners are suddenly impacted by an out-of-home medical crisis, help pets in foster/adopt situations and more.

North Platte, Neb.- On Thursday,&nbsp;Lincoln Federal Savings Bank donated to Lincoln County 4-H because of their “casual for a cause” campaign.&nbsp;

Lincoln Federal Savings Bank offers an opportunity for employees to purchase a privilege to wear jeans or other pants that are not usually approved for Friday's corporate/casual days. Lincoln Federal agreed to donate the money to that was received to charities in the communities. Employees get to decided which charity the money is donated too.
