Nebraska Legislature’s Executive Board looking into new security investments in Capitol building

LINCOLN — Nebraska lawmakers are exploring “enhanced security measures” at the state Capitol ahead of the next legislative session set for January.

State Sen. Ben Hansen of Blair, chair of the Nebraska Legislature’s Executive Board, announced the latest effort in a Wednesday press release. Hansen said the move was prompted by “recent acts of political violence in nearby states and across the country” but listed no specific incidents motivating the decision.

Just this year, there have been multiple incidents of violence against state leaders across the U.S., including a f<a href="https://minnesotareformer.com/2025/06/14/minnesota-house-democratic-leader-dead-after-targeted-shooting-democratic-senator-also-shot/" target="_blank">atal shooting of a Minnesota legislator</a>&nbsp;and a fire-bombing at the&nbsp;<a href="https://penncapital-star.com/uncategorized/governors-mansion-arson-suspect-cited-shapiros-positions-on-israel-palestine-conflict-police-say/" target="_blank">Pennsylvania governor’s mansion</a>.

“The state Capitol is the people’s house,” Hansen said in the release. “We are dedicated to ensuring that all Nebraskans can enjoy it safely and participate fully in our political process.”

Nebraska’s Capitol is secured by in-house security officers through the Nebraska State Patrol, as well as cameras throughout the building. Hansen did not specify what other measures the Legislature is interested in implementing.

Other government buildings in Nebraska, including courthouses and local government offices, use metal detectors and offer fewer public entrances compared to the Capitol.

Hansen said the Legislature has been working with Capitol security and the other two branches of Nebraska state government also housed in the Capitol to determine what additional security measures are warranted.

Those conversations are ongoing, he said.

Hansen’s press release did not specify the estimated cost of such security measures. Budget constraints are poised to be a large focus of the 2026 session, as lawmakers are tasked with filling a projected budget hole that currently stands at an estimated $451 million.

Although any building-wide security changes approved by lawmakers during the 2026 session would not be implemented until at least 2027, Hansen said, the Legislature may take independent steps to enhance the security of legislative proceedings before then.

Hansen said the public should be prepared for possible security-related changes to legislative procedures in the upcoming session, scheduled to begin Jan. 7.

Nebraska lawmakers seek extra security at state Capitol ahead of 2026 session

The U.S. Supreme Court has extended through Thursday a pause on lower courts’ orders that the Trump administration authorize a full month of benefits for a food assistance program that 1 in 8 Americans use to buy groceries.

A&nbsp;<a href="https://www.supremecourt.gov/orders/courtorders/111125zr_3204.pdf" target="_blank">brief, unsigned order</a>&nbsp;published Tuesday evening also said the full court would decide on the administration’s request to block court orders that the U.S. Department of Agriculture release full November benefits for the Supplemental Nutrition Assistance Program, or SNAP.&nbsp;

The case was presented to Justice Ketanji Brown Jackson, who said she would have dismissed the case and denied the request for an administrative stay. Jackson was appointed to the high court by President Joe Biden.

The order adds another wrinkle to a case that was already the object of&nbsp;<a href="https://www.newsfromthestates.com/article/shutdown-tug-war-over-snap-benefits-timeline" target="_blank">a weekslong tug-of-war</a>&nbsp;over how the program should operate during the government shutdown.

The shutdown could end before the stay expires. The U.S. Senate passed a bill Monday to reopen the government, and the House is expected to pass it Wednesday. President Donald Trump has said he supports the measure and will likely sign it before the end of the day Thursday.

Trump and administration officials have maintained they were not authorized to release November SNAP benefits during the shutdown.

A Rhode Island federal judge ordered the USDA on Thursday to release full benefits for November. The department sent states a memo authorizing those payments Friday morning, then appealed to the Supreme Court on Friday evening to have the district court’s order overturned.

At the same time, the 1st U.S. Circuit Court of Appeals affirmed the lower court’s order.

In the face of often contradicting administrative guidance and court orders, some states began processing full benefits for November, while others have yet to release them.

LINCOLN — Nebraska was set to lead the way July 1 with a new statewide criminal justice diversion program for eligible veterans through evidence-based treatment and case plans. But lawmakers delayed the rollout for two years in the face of growing budget woes.

It’s not yet clear whether Nebraska lawmakers can meet that later timeline and find the roughly $4.7 million in annual funding the state court system says is needed to start by July 1, 2027.&nbsp;

Several current and former state lawmakers called the funding decision “disappointing” and “incredibly problematic.” Another former lawmaker said she wasn’t in a position to “second guess” a response to the&nbsp;<a href="https://nebraskaexaminer.com/2025/01/07/speaker-arch-nebraska-budget-without-a-doubt-biggest-issue-of-2025-session/">state’s fiscal situation</a>.

Former State Sen. Tom Brewer, the sponsor of the 2024 bill who represented north-central Nebraska, said in a May text that lawmakers had made a “conscious decision” to ignore veterans’ problems and wait to support those who have stumbled and need a second chance.

Brewer said the&nbsp;<a href="https://nebraskalegislature.gov/pdf/reports/fiscal/2025budget.pdf" target="_blank">budget</a>&nbsp;had already passed by the time he learned about the proposal.&nbsp;

“I believe that veterans will come with a vengeance against those senators and the governor if they take a law that was debated and voted on and made into law and then ignore it for their convenience for the budget,” Brewer said in May.

Unlike the state’s&nbsp;<a href="https://nebraskajudicial.gov/courts/problem-solving-courts/problem-solving-court-types/veterans-treatment-courts" target="_blank">four specific Veterans Treatment Courts</a>&nbsp;operating in the three most populous counties and in central Nebraska, the new veterans justice program would support all veterans, not just those who were honorably discharged. The Veterans Administration can’t reimburse the treatment costs for veterans who are dishonorably discharged, which increases state costs.

Two other lawmakers, both lawyers, joined Brewer this week in criticizing the spring decision as a continuation of not fully supporting veterans who have come home from serving.

“It’s unfortunate that we’re playing politics with our veterans,” former State Sen. Justin Wayne, the then-chair of the Legislature’s Judiciary Committee who partnered with Brewer on the bill, said this week.

“We don’t uphold our end of the deal, and those folks are left holding the bag,” said State Sen. George Dungan of Lincoln, another supporter of the law who works in the public defender’s office in Lancaster County.

This week, just before Veterans Day, Brewer added: “I think that they’re forgetting a group of folks that shouldn’t be forgotten.”

The law,&nbsp;<a href="https://nebraskalegislature.gov/bills/view_votes.php?KeyID=11007" target="_blank">passed 44-0</a>&nbsp;in April 2024, directed the Nebraska Judicial Branch to provide targeted&nbsp;<a href="https://nebraskalegislature.gov/bills/view_bill.php?DocumentID=49866" target="_blank">statewide support to eligible veterans</a>&nbsp;if a veteran’s military service-connected conditions contributed to their alleged criminal actions.

“The ones that are struggling are the ones that have seen some of the worst action, and sometimes, figuring out how to beat those ghosts that you’re dealing with, you need a little extra help,” Brewer said.

Nebraska Gov. Jim Pillen identified the specialized diversion program as one of many “last in, first out” laws his budget proposal targeted for cuts or delayed implementation in January.&nbsp;

The recommendations temporarily ensnared or ended programs, including a prescription drug donation program costing about $500,000 annually, a step which was later reversed. The moves were part of&nbsp;<a href="https://nebraskaexaminer.com/2025/01/15/gov-pillen-proposes-his-answer-to-432-million-projected-budget-shortfall/">Pillen’s answer to a then-projected$432 million state budget deficit</a>&nbsp;through June 30, 2027.&nbsp;

The total budget hole lawmakers ultimately filled was much larger.&nbsp;In the case of the veterans justice program, Pillen’s recommendations argued the state court system could support veterans without additional taxpayer dollars.

“The Supreme Court is able to develop a process independently to address critical veteran justice needs,” Pillen’s&nbsp;<a href="https://das.nebraska.gov/budget/publications/docs/2025-2027/2025/ExecutiveBudgetinBrief2025-2027Biennium.pdf" target="_blank">budget recommendations</a>&nbsp;said in mid-January.

Because the veterans justice program didn’t start until July 2025, lawmakers would have needed to find the $9.4 million for this budget year.&nbsp;

The Appropriations Committee accepted Pillen’s recommendation, and the full Legislature accepted the change with little opposition in the first year after legislative term limits sent home Brewer, Wayne and another lead supporter, former State Sen. Lou Ann Linehan of the Elkhorn area.

The trio joined a large class of lawmakers in 2017 and were among the most influential senators in recent years. Linehan chaired the Revenue Committee, and Brewer chaired the Government, Military and Veterans Affairs Committee.&nbsp;

Brewer, a 36-year military veteran with two Purple Hearts, served six combat tours in Afghanistan and two in Kyrgyzstan. He has since led&nbsp;<a href="https://nebraskaexaminer.com/2025/11/10/ukrainians-honor-nebraskans-for-support-during-russian-invasion/">nine volunteer missions to Ukraine</a>&nbsp;after Russia invaded the country in February 2022 and plans to return next month.

The decorated veteran said he thought the decision would have been harder and that it would have been different had his class of “natural supporters” still been there. He said he would have “obviously fought it tooth and nail.”&nbsp;

But Brewer also expected other military veterans in the Legislature to step up.

“Maybe they didn’t want me barking at them, so they didn’t bother to let me know what was going on with it, but Justin [Wayne] notified me afterwards, and that’s the first I knew about it,” Brewer said.

Wayne said that while $5 million a year is big to everyday Nebraskans, it isn’t for the state budget or for those who have served the country. He said every dollar invested in problem-solving courts today, including those specific to veterans, yields a return of $8 to $10.

“The government put them in an area that caused it, so we as a government should take care of it,” Wayne said. “It’s unfortunate that Nebraska continues to fall behind in that.”

Brewer said Wayne came to him with the idea for the diversion program in the 2024 session, after bill introductions in their final session, but the&nbsp;<a href="https://nebraskaexaminer.com/2024/02/23/former-defense-secretary-hagel-backs-nebraska-proposal-expanding-access-to-veterans-court-services/">two worked together with Linehan and other legislative leaders</a>&nbsp;to find an unusual and speedy path to making it law.

“We weren’t sure if we could get it pushed through or not, but everything clicked,” Brewer said.

Dungan said he has seen and defended veterans facing criminal charges connected to their service. He said he recently attended a Lancaster County Veterans Treatment Court graduation, which was “one of the more moving things I’ve ever seen.”

“I understand that budgets are tight right now, but, again, it comes down to prioritization,” Dungan said. “I think that we absolutely have to prioritize the health and the welfare of vets across this entire state.”

State Sen. Christy Armendariz of Omaha, Appropriations Committee vice chair, was among those who led the committee’s push to accept Pillen’s recommendation for the veterans program. She had told the Examiner during the 2025 session that her budget focuses were infrastructure, public safety and taking care of those who cannot take care of themselves, such as children and older adults.

In one executive session of the budget-writing committee in late March, she told her colleagues she felt the court hadn’t provided the Legislature a “fair number” and had inflated the estimated cost of a veterans justice program.

Armendariz was among those who supported the passage of the program the previous year, as did all other members of the Appropriations Committee at the time. An&nbsp;<a href="https://nebraskalegislature.gov/FloorDocs/108/PDF/FN/LB253_20240411-112000.pdf" target="_blank">April 2024 fiscal note</a>&nbsp;estimated the same&nbsp;$4.7 million annual&nbsp;cost that the Appropriations Committee and Pillen wrestled with this spring.

Nebraska Supreme Court Chief Justice Jeffrey Funke and State Court Administrator Corey Steel told the Legislature’s Appropriations Committee that the court system could not proceed with implementing the new program without the new funding. The plan is to add specialized probation officers, for instance, to monitor eligible veterans.

“I think we’re statutorily obligated to do that work,” Funke told the committee in his&nbsp;<a href="https://nebraskaexaminer.com/2024/10/25/justice-jeffrey-funke-chosen-as-nebraskas-next-chief-justice-after-justice-heavican-retires/">first budget cycle leading the court system</a>. “We just don’t have the funding to do it.”

Steel told the Examiner in May that the fiscal estimate included roughly $3 million for staffing, $1 million for treatment costs and $500,000 for related information technology programming needs.

If the program had no state funding, it would have needed to go into effect July 1. But&nbsp;Steel told the Examiner in May, “The implementation would be very watered down and not implemented at the expectation that LB 253 was passed.”&nbsp;

In late May, lawmakers took the extra step of formally delaying the implementation of the diversion program in state law, through&nbsp;<a href="https://nebraskalegislature.gov/bills/view_bill.php?DocumentID=59006&amp;docnum=LB150&amp;leg=109" target="_blank">Legislative Bill 150</a>.&nbsp;

The Appropriations Committee almost advanced the delay without a separate public hearing on the proposal, but State Sen. Machaela Cavanaugh of Omaha urged the Judiciary Committee to hold one, partly because neither Pillen nor lawmakers had proposed the delay in the budget or in a separate bill.

With less than 24 hours’ notice, and with the budget having already passed, the Judiciary Committee hosted a&nbsp;<a href="https://www.nebraskalegislature.gov/FloorDocs/109/PDF/Transcripts/Judiciary/2025-05-22.pdf" target="_blank">short hearing the morning of May 22</a>. It lasted no longer than 15 minutes, said State Sen. Rob Clements of Elmwood, Appropriations Committee chair..

“I do not want the Legislature to start a new program without a reasonable plan and proper funding,” Clements testified. He had sponsored the amendment delaying the program’s start.

State Sen. Wendy DeBoer of Omaha, vice chair of the Judiciary Committee, asked Clements why pushing the program out to 2027, to a new budget cycle for a different set of lawmakers, would be the “magic date.”

“Well, that’s part of the budget discussion. There wasn’t room for it in this year’s budget, and we’ll see how revenues and budgets are in the future,” Clements responded.

Since then, the state’s budget situation has worsened, with lawmakers projected to face another&nbsp;<a href="https://nebraskaexaminer.com/2025/10/31/nebraskas-projected-budget-deficit-grows-to-451-million-after-new-forecasts/">nearly half-a-billion-dollar deficit</a>&nbsp;heading into the 2026 session that ends in mid-April.

Pillen also&nbsp;<a href="https://nebraskaexaminer.com/2025/05/22/pillen-vetoes-14-5-million-from-nebraskas-2025-27-budget-83-of-it-from-supreme-court/">tried to trim the court system’s</a>&nbsp;budget in late May, attempting to veto $12 million that court leaders said could have&nbsp;<a href="https://nebraskaexaminer.com/wp-content/uploads/2025/05/Veto-Override-Letter-052025.pdf">shuttered some critical court services</a>, including a separate Veterans Treatment Court in Sarpy County. The Legislature deemed the&nbsp;<a href="https://nebraskaexaminer.com/2025/05/22/constitution-was-not-followed-legislature-questions-line-item-vetoes-to-nebraska-budget-bills/">vetoes had not been properly submitted</a>, prematurely ending the fight and preserving the funds.

Clements told the Examiner in May that a “problem” with the veterans justice program was that any veteran would be able to “claim he needs the veterans justice treatment” in any district or county court. He said judges and staff were not trained for that, suggesting a regional hub model as a possible alternative.

“I think the body will be favorable to that, so there’s some time to adjust the program down to what’s workable,” Clements said in a phone call.

At Clements’ hearing on the delay, DeBoer said she might consider seeking funding for the veterans program in 2026. She confirmed Monday night that she is still considering doing so in what would be her and Clements’ final year.&nbsp;

Pillen told the Examiner in a post-session interview that his office continued to support veterans statewide, including recognizing those who served in Vietnam, Korea and World War II.

“I think that there’s way more to supporting our veterans than just talking about more money,” Pillen said June 3, a day after the 2025 session ended.

Funke, in a wide-ranging interview this month about the judicial branch, said the courts continue to work to design the new veterans justice diversion program, which would supplement the existing state&nbsp;<a href="https://nebraskajudicial.gov/sites/default/files/Programs/psc/Nebraska_Veterans_Treatment_Court_Best_Practice_Standards.pdf" target="_blank">Veterans Treatment Courts</a>. Judges, prosecutors, defense attorneys and more support those intensive programs designed to reduce recidivism and allow reentry to society.

“Once they say, ‘Yep, go forward, here’s the funding,’ we’re ready to go,” Funke said last week of the Legislature.

A national panel of senior military and criminal justice leaders designed the&nbsp;<a href="https://assets.foleon.com/eu-central-1/de-uploads-7e3kk3/41697/ncsl_brief_justice-involved-veterans.1b06ae1cb753.pdf" target="_blank">model policy</a>&nbsp;that Nebraska was the first to pass last year. Former U.S. Defense Secretary Chuck Hagel, chair of the national Veterans Justice Commission of the Council on Criminal Justice and a former U.S. senator from Nebraska, led the charge with Brewer, Wayne and Linehan.

Minnesota had passed a similar law a few years before the creation of the approach Nebraska adopted last year.

Wayne noted that the conservative American Legislative Exchange Council, which shares model conservative bills nationwide, touted Wayne and Brewer as bipartisan “<a href="https://alec.org/article/alec-policy-champions-nebraska-sen-tom-brewer-and-sen-justin-wayne-protect-veterans-in-the-justice-system/" target="_blank">policy champions</a>” after the 2024 law. Wayne criticized Pillen and other supporters for breaking their promise.

Part of the reason for the&nbsp;<a href="https://counciloncj.foleon.com/veterans-commission/vjc-reports/model-policy-framework" target="_blank">legislation</a>, Hagel said last year, was because of the difficulties of some servicemembers in transitioning back to civilian life. More than 200,000 active-duty members make that switch each year, a number exacerbated by the country’s long wars in Afghanistan and Iraq.

Retired Brig. Gen. David MacEwen, director of the national Veterans Justice Commission and a former Army adjutant general between 2013 and 2015, said in a statement this month that the Nebraska law honors the sacrifices of veterans.&nbsp;

He said the new diversion program would ensure that those “entangled” in the legal system aren’t “forgotten” in jails or prisons and are supported.

“We understand that putting new laws into practice is never as smooth or as fast as we’d like, but we’re heartened to see that Nebraska remains committed to implementing this important reform,” MacEwen said.

Linehan, while reaffirming the importance of the law she helped champion, said in July that she wasn’t in a position to “second guess” the Legislature’s work this year. However, she said she looked forward to the state’s nationally praised court programs for veterans becoming more robust.

“I have every confidence in the governor and the leaders in the Legislature,” Linehan said. “They didn’t kill it. I’m happy about that.”

Linehan, a former chief of staff for Hagel, served in the U.S. State Department between 2009 and 2012, where she worked on the Iraq desk. She worked in Iraq at the Baghdad Provincial Reconstruction Team and, in the end, headed the consulate in Basra after the Army left.

When she returned, Linehan said she was able to adjust back to the U.S., but she noted she wasn’t a young servicemember who spent four or five years in the military, who returned confused as to why others couldn’t understand their situation. She said support for veterans means helping with long-term reintegration, not just when they get off the plane.

“Nobody can understand what it’s like to be deployed,” Linehan said. “So we need to make sure, when we ask people to sacrifice everything, including some their lives and many their health, and especially their mental health, we need to make sure we’re there to help them.”

‘I just hope that our veterans matter’

According to the&nbsp;<a href="https://counciloncj.org/nebraska-enacts-landmark-law-to-steer-troubled-veterans-away-from-incarceration-and-into-treatment/" target="_blank">Council on Criminal Justice</a>, roughly one in three veterans report being arrested or booked into jail at least once. The suicide rate for veterans is approximately 1.5 times higher than the rate among the general population and higher still for veterans who have been incarcerated.

Among all U.S. adults in 2022, there were, on average, more than 131 suicides each day and nearly 18 veteran suicides per day, according to the&nbsp;<a href="https://news.va.gov/137221/va-2024-suicide-prevention-annual-report/#:~:text=In%202022%2C%20there%20were%206%2C407,10.6%20were%20among%20other%20Veterans." target="_blank">data reported by the U.S. Department of Veterans Affairs</a>.

Brewer said the state’s delay makes him worry about the veterans who need the support the most. He said some worry more about their own struggles than the criminal penalties they face.&nbsp;

Brewer said a key reason veterans consider taking their own lives is a loss of hope and feeling as if no one cares. He said that was one of the problems he, Wayne, Linehan and Hagel sought to address.

Dungan passed a bill this year to&nbsp;<a href="https://nebraskaexaminer.com/2025/04/07/nebraska-suicide-mortality-review-team-proposal-with-veterans-emphasis-advances/">systematically review veteran and general population suicides in the state</a>&nbsp;and analyze ways to make a difference. Pillen supported those efforts. Lawmakers also explicitly banned discrimination on the basis of military or veteran status as part of LB 150.

Wayne said he wants lawmakers to care more about standing by veterans when they are in need or when they make a mistake, to not just make political speeches and appearances on Veterans Day or show up to banquets, but to help servicemembers and their families. He said the Legislature can always find money for things that matter.

“I just hope that our veterans matter enough to this Legislature to fund them.”

Law in limbo: Nebraska veterans justice diversion program defunded, delayed until at least 2027

WASHINGTON — The U.S. Senate approved a stopgap spending bill Monday that will end the longest government shutdown in American history once the measure becomes law later this week.

The&nbsp;60-40 vote sends the updated funding package back to the House, where lawmakers in that chamber are expected sometime during the next few days to clear the legislation for President Donald Trump’s signature.&nbsp;

Shortly before the vote, Trump said he plans to follow the agreements included in the revised measure, including the reinstatement of thousands of federal workers who received layoff notices during the shutdown.&nbsp;

“I’ll abide by the deal,” Trump said. “The deal is very good.”&nbsp;&nbsp;

Republicans, he added, will soon begin work on legislation to provide direct payments to Americans to help them afford the rising cost of health insurance, one of the core disagreements between the political parties that led to the shutdown.&nbsp;

“We want a health care system where we pay the money to the people instead of the insurance companies,” Trump said from the Oval Office. “And I tell you, we are going to be working on that very hard over the next short period of time.”

Earlier in the day, House Speaker Mike Johnson urged representatives to begin traveling back to Capitol Hill as soon as possible to ensure they arrive in time to vote on the bill to reopen the government, after the measure arrives from the Senate.&nbsp;

The Louisiana Republican’s request came as airlines were forced to delay or cancel thousands of flights on the 41st day of the shutdown, a situation that could potentially impact a House vote on the stopgap spending bill if members don’t follow his advice.&nbsp;

“The problem we have with air travel is that our air traffic controllers are overworked and unpaid. And many of them have called in sick,” Johnson said. “That’s a very stressful job and even more stressful, exponentially, when they’re having trouble providing for their families. And so air travel has been grinding to a halt in many places.”

Johnson then told his colleagues in the House, which hasn’t been in session since mid-September, that lawmakers from both political parties “need to begin right now returning to the Hill.”

Trump took a markedly different tone over the challenges air traffic controllers have faced during the shutdown in&nbsp;<a href="https://truthsocial.com/@realDonaldTrump/posts/115526123205979749" target="_blank">a social media post</a>&nbsp;that he published several hours before he spoke to reporters about the deal to reopen government.&nbsp;

“All Air Traffic Controllers must get back to work, NOW!!! Anyone who doesn’t will be substantially ‘docked,’” Trump wrote, without explaining what that would mean for workers who had to take time off since the shutdown began Oct. 1.&nbsp;

Trump added that he would like to find a way to provide $10,000 bonuses to air traffic controllers who didn’t require any time off during the past six weeks.

“For those that did nothing but complain, and took time off, even though everyone knew they would be paid, IN FULL, shortly into the future, I am NOT HAPPY WITH YOU. You didn’t step up to help the U.S.A. against the FAKE DEMOCRAT ATTACK that was only meant to hurt our Country,” Trump wrote. “You will have a negative mark, at least in my mind, against your record. If you want to leave service in the near future, please do not hesitate to do so, with NO payment or severance of any kind!”&nbsp;

The Senate-passed package will provide stopgap funding for much of the federal government through January 30, giving lawmakers a couple more months to work out agreement on nine of the dozen full-year spending bills.&nbsp;&nbsp;

The package holds several other provisions, including the full-year appropriations bills for the Agriculture Department, the Legislative Branch, military construction projects and the Department of Veterans’ Affairs.&nbsp;

Seven Democrats and one independent&nbsp;<a href="https://www.newsfromthestates.com/article/us-senate-advances-bill-end-record-breaking-government-shutdown" target="_blank">broke ranks Sunday</a>&nbsp;on a procedural vote that advanced the package, drawing condemnation from some House members and outside advocacy groups unhappy that no solution was arrived at to counter skyrocketing health insurance premium increases for people in the Affordable Care Act marketplace.

Republicans hold 53 seats in the Senate, where bipartisanship is required for major bills to move forward under the 60-vote legislative filibuster.&nbsp;

Senate Majority Leader John Thune, R-S.D., said during a floor speech Monday he was “grateful that the end” of the stalemate was in sight.&nbsp;

“We’re on the 41st day of this shutdown — nutrition benefits are in jeopardy; air travel is in an extremely precarious situation; our staffs and many, many other government workers have been working for nearly six weeks without pay,” Thune said. “I could spend an hour talking about all of the problems we’ve seen, which have snowballed the longer the shutdown has gone on. But all of us, Democrat and Republican, who voted for last night’s bill are well aware of the facts.”

Schumer bid for deal on health care costs fails

Senate Minority Leader Chuck Schumer, D-N.Y., was far less celebratory after his bid to get Republicans to negotiate a deal on health care costs by forcing a shutdown failed.&nbsp;

“The past few weeks have exposed with shocking clarity how warped Republican priorities truly are. While people’s health care costs have gone up, Republicans have come across as a party preoccupied with ballrooms, Argentina bailouts and private jets,” Schumer said. “Republicans’ breach of trust with the American people is deep and perhaps irreversible.”&nbsp;

“And now that they have failed to do anything to prevent premiums from going up, the anger that Americans feel against Donald Trump and the Republicans is going to get worse,” Schumer added. “Republicans had their chance to fix this and they blew it. Americans will remember Republican intransigence every time they make a sky-high payment on health insurance.”&nbsp;

Schumer was insistent throughout the shutdown that Democrats would only vote to advance a funding bill after lawmakers brokered a bipartisan deal to extend tax credits that are set to expire at the end of December for people who purchase their health insurance from the Affordable Care Act marketplace.&nbsp;

That all changed on Sunday when Democratic Sens. Dick Durbin of Illinois, John Fetterman of Pennsylvania, Maggie Hassan and Jeanne Shaheen of New Hampshire, Tim Kaine of Virginia, and Catherine Cortez Masto and Jacky Rosen of Nevada voted to move the bill toward a final passage vote.

Maine independent Sen. Angus King of Maine, who caucuses with Democrats, also voted to advance the legislation.&nbsp;&nbsp;

House Democratic Leader Hakeem Jeffries said during a press conference Monday afternoon that he still believes Schumer is effective and should keep his role in leadership, despite the outcome.&nbsp;

“Leader Schumer and Senate Democrats over the last seven weeks have waged a valiant fight on behalf of the American people. And I’m not going to explain what a handful of Senate Democrats have decided to do. That’s their explanation to offer to the American people,” Jeffries said.&nbsp;

“What we’re going to continue to do as House Democrats, partnered with our allies throughout America, is to wage the fight, to stay in the coliseum, to win victories in the arena on behalf of the American people notwithstanding whatever disappointments may arise,” he said. “That’s the reality of life, that’s certainly the reality of this place. But we’re in this fight for all the right reasons.”&nbsp;

Speaker Johnson said earlier in the day that the “people’s government cannot be held hostage to further anyone’s political agenda. That was never right. And shutting down the government never produces anything.”

Johnson reiterated that GOP lawmakers are “open to finding solutions to reduce the oppressive costs of health care,” though he didn’t outline any plans to do that in the weeks and months ahead.&nbsp;

But all of us, Democrat and Republican, who voted for last night’s bill are well aware of the facts.”</p><h2>Schumer bid for deal on health care costs fails</h2><p>Senate Minority Leader Chuck Schumer, D-N.Y., was far less celebratory after his bid to get Republicans to negotiate a deal on health care costs by forcing a shutdown failed.&nbsp;</p><p>“The past few weeks have exposed with shocking clarity how warped Republican priorities truly are. While people’s health care costs have gone up, Republicans have come across as a party preoccupied with ballrooms, Argentina bailouts and private jets,” Schumer said. “Republicans’ breach of trust with the American people is deep and perhaps irreversible.”&nbsp;</p><p>“And now that they have failed to do anything to prevent premiums from going up, the anger that Americans feel against Donald Trump and the Republicans is going to get worse,” Schumer added. “Republicans had their chance to fix this and they blew it. Americans will remember Republican intransigence every time they make a sky-high payment on health insurance.”&nbsp;</p><p>Schumer was insistent throughout the shutdown that Democrats would only vote to advance a funding bill after lawmakers brokered a bipartisan deal to extend tax credits that are set to expire at the end of December for people who purchase their health insurance from the Affordable Care Act marketplace.&nbsp;</p><p>That all changed on Sunday when Democratic Sens. Dick Durbin of Illinois, John Fetterman of Pennsylvania, Maggie Hassan and Jeanne Shaheen of New Hampshire, Tim Kaine of Virginia, and Catherine Cortez Masto and Jacky Rosen of Nevada voted to move the bill toward a final passage vote.</p><p>Maine independent Sen. Angus King of Maine, who caucuses with Democrats, also voted to advance the legislation.&nbsp;&nbsp;</p><h2>Jeffries still supports Schumer</h2><p>House Democratic Leader Hakeem Jeffries said during a press conference Monday afternoon that he still believes Schumer is effective and should keep his role in leadership, despite the outcome.&nbsp;</p><p>“Leader Schumer and Senate Democrats over the last seven weeks have waged a valiant fight on behalf of the American people. And I’m not going to explain what a handful of Senate Democrats have decided to do. That’s their explanation to offer to the American people,” Jeffries said.&nbsp;</p><p>“What we’re going to continue to do as House Democrats, partnered with our allies throughout America, is to wage the fight, to stay in the coliseum, to win victories in the arena on behalf of the American people notwithstanding whatever disappointments may arise,” he said. “That’s the reality of life, that’s certainly the reality of this place. But we’re in this fight for all the right reasons.”&nbsp;</p><p>Speaker Johnson said earlier in the day that the “people’s government cannot be held hostage to further anyone’s political agenda. That was never right. And shutting down the government never produces anything.”</p><p>Johnson reiterated that GOP lawmakers are “open to finding solutions to reduce the oppressive costs of health care,” though he didn’t outline any plans to do that in the weeks and months ahead.&nbsp;</p>

DOUGLAS COUNTY, Kan. —Law enforcement investigating a fatal hit-and-run that killed a KU student have made an arrest.

After an extensive investigation, which included examining evidence and responding to numerous tips from the public, on Sunday, the Douglas County Sheriff’s Office deputies located the suspected vehicle and driver, identified as 36-year-old William Klinger, involved in Thursday’s hit-and-run crash outside of Lawrence.&nbsp;

The crash killed 20-year-old University of Kansas student Elsa McGrain, according to sheriff's department spokesman Officer&nbsp;George Diepenbrock.

Elsa was struck and killed while running in the 1700 block of E 1500 Road, on November 6.&nbsp; After striking Elsa, the suspected driver left the scene.&nbsp;

Deputies later found her early Friday morning. A passerby spotted her on the side of the road around 3:35 a.m., according to Diepenbrock.

According to the sheriff's department Klingler was arrested around 5:45 p.m. on Sunday. He is being held on requested charges of reckless involuntary homicide. He has a previous conviction for Tampering with Electronic Monitoring Equipment: Knowingly and without authorization removing or disabling in the case of a Felony, according to the Kansas Department of Corrections.&nbsp;

McGrain, a native of Omaha, Nebraska, was a pre-med student at KU.

Lincoln, Neb. - Nebraska companies invested nearly $5 billion and created more than 9,000 full-time jobs during the 2024–2025 fiscal year, according to the recently released 2025 Nebraska Tax Incentives Annual Report from the Nebraska Department of Revenue.

The report, covering July 1, 2024, through June 30, 2025, shows that 79 active projects under the Nebraska Advantage Act accounted for $4.9 billion in capital investment and 9,178 new jobs, with an average annual wage of $59,000. Businesses were approved for or claimed tax credits and refunds totaling $146.8 million across their active projects.

Although the Nebraska Advantage Act stopped accepting new applications at the end of 2020, companies that qualified can continue claiming benefits through 2051. The program provides tax credits and refunds based on investment and employment growth.

Projects included in the report span the state and a variety of industries, from manufacturing and renewable energy to financial services and agriculture. The report highlights individual agreements, including Sustainable Beef in North Platte, which committed $10 million and 75 jobs under a 2022 agreement, and Allo Communications, whose statewide fiber expansion includes North Platte, Ogallala, and Scottsbluff.

Tax Commissioner James Kamm said the department continues auditing projects and may recapture benefits if companies fail to meet targets. Certain data in the report is withheld to protect taxpayer confidentiality.

The report also summarizes activity under the Advantage Rural Development, Microenterprise Tax Credit, and Research and Development acts, as well as older programs such as the Employment and Investment Growth Act.

Lawmakers are expected to continue reviewing Nebraska’s economic incentive framework next session as the ImagiNE Nebraska Act — the successor to Advantage — gains momentum for new applications.

Nebraska Businesses Report $4.9B in Investment Under Tax Incentives

‘This state truly lived up to its name: “Good Life State,”’ says Oleg Stepanyuk, lead pastor of House of Prayer in north Lincoln

LINCOLN — Members of the Ukrainian community in Nebraska honored dozens of neighbors at an appreciation event Friday that spotlighted support for Ukraine during the nearly four years since Russia invaded.

House of Prayer lead pastor Oleg Stepanyuk, who is from Lviv in western Ukraine, near the Polish border, estimated that about 90% of displaced Ukrainians in Nebraska passed through the church.&nbsp;

He said the house of worship in north Lincoln “lived up to the challenge of embracing and helping and making the community stronger.”

“But it would have been impossible without you, without your kind hearts, without your support, prayers and everything,” Stepanyuk told about 100 people attending the three-hour event.

Among those honored were Nebraska Gov. Jim Pillen, Lt. Gov. Joe Kelly, former State Sen.&nbsp;<a href="https://nebraskaexaminer.com/2022/07/04/retired-solider-nebraska-state-senator-sees-no-quit-in-ukrainian-forces/">Tom Brewer</a>, U.S. Rep. Don Bacon, R-Neb., and University of Nebraska President Jeffrey Gold.&nbsp;

Many Nebraskans who traveled to Ukraine or Poland or&nbsp;<a href="https://nebraskaexaminer.com/2023/02/24/nebraskans-reflect-on-support-for-ukraine-one-year-after-russian-invasion/">supported displaced Ukrainians relocated to the Cornhusker State</a>&nbsp;since the February 2022 invasion also were honored.

“We noticed every help, every gesture, every public release, and we are very proud to have the leaders that we have in this state,” Stepanyuk said. “This state truly lived up to its name: ‘Good Life State.’”

The event featured photos of the war and life in Ukraine from Howard Buffett, the son of Warren Buffett. Earlier this year, he published a nearly 400-page book, “Courage of a Nation: Three Years of War,” which was gifted to honorees.

Some honorees also received one-of-a-kind gifts —&nbsp;Bacon received an original map of Ukraine that includes Crimea, which Russia annexed in 2014 but many countries still recognize as Ukrainian. Pillen received a bulava, a ceremonial mace and traditional symbol of Ukrainian authority.

State Sens. Bob Andersen, Rob Clements, Stan Clouse, Barry DeKay, Rob Dover, Rick Holdcroft, Kathleen Kauth, Dave Murman and Merv Riepe attended, too, as did former State Sen. Anna Wishart.

A Ukrainian brigadier general, speaking virtually from the warfront, at about 3 a.m. where he was fighting, expressed gratitude to join a celebration of a Ukrainian community that, along with Americans, “break bread together during our mutual defense of freedom and liberty.”

He said he had seen up close the heroism and honors that American servicemen brought to the battlefield and said it was a privilege to serve with those who “truly make the world proud in the fight against the Kremlin evil.”

“War is not something any of us ask for or want, and every day we fight for survival and eventual victory,” the Ukrainian brigadier general said.

“We fight for freedom,” he said. “We fight for existence of our nation. We fight for future of our children.”

Gold, who worked with Brewer on how the university system could help, said Ukrainians were fighting to protect freedom and democracy locally but also “for the rest of the world.”

“For those that may not think that’s in question, rest assured, that’s exactly what’s in question and why this is so important,” Gold said. “Not just for the people of Ukraine, but for all of us that are here tonight.”

Bacon, a retired Air Force brigadier general who served during the Cold War, has been among the most vocal members of Congress in&nbsp;<a href="https://www.ketv.com/article/nebraska-rep-don-bacon-slams-trumps-ukraine-comments/63847085" target="_blank">defending Ukraine and its right to exist</a>. He said the “bully” Russia can’t be appeased, that victory can’t mean Ukraine loses territory and that Russian leaders want to dominate and enslave those they see as “little Russians.”

He told the crowd he keeps speaking out “because it’s right,” not out of bravery or courage.

“They want their independence. They want free markets. They want to be part of the West,” Bacon said of Ukraine. “And we should embrace that with open arms.”

Stepanyuk said Ukrainians praying in support of their home country have cited Bacon’s congressional speeches and have looked to him as a “hero” and an example of a “true man.”

Pillen said the people of Ukraine touch his heart deeply and that Nebraskans can’t fathom what Ukrainians have been through or the courage many have shown in starting a new life.&nbsp;

“All of us from Nebraska want to simply say: ‘Welcome,’ because you are Nebraskans now,” Pillen said.

Brewer worked closely with Pillen in 2023 to pass a new law that allowed Ukrainian refugees and other migrants legally in the state to get driver’s licenses. Pillen and Stepanyuk credited and honored Rhonda Lahm, director of the Nebraska Department of Motor Vehicles, for the&nbsp;<a href="https://dmv.nebraska.gov/news/dmv-announces-issuance-credentials-ukrainian-nationals" target="_blank">speedy rollout of that law</a>.

When Brewer reached out to Gold for help, Gold said he responded, “Immediately, yes. Just tell me how.” Gold was the chancellor of the University of Nebraska Medical Center when the war began and became NU president in July 2024. Gold helped coordinate ag sector conversations, secured medical scholarships and opened up work on bioprosthetics in Omaha research labs.

“We are here to reach out our arms and to embrace others who need help and to be sure that we do it right, we do it with humility,” Gold said. “We’re grateful for the opportunity to do so.”

Brewer, a two-time Purple Heart recipient, said that when he first went to Ukraine after the war began, he didn’t know what he was getting into. On one of his first trips, he helped move supplies from secure areas to villages with many elderly Ukrainians between the front lines of an evolving war.

The colonel said he didn’t expect the mission to change how he saw the world after eight combat tours, but now, wherever he goes in Ukraine, no matter the town size, little old ladies come up, hug him and say, “Thank you.”

“As a soldier, that’s really all you want, is just to say, ‘Thank you for the sacrifice,’” Brewer said, choking up.

“The sheer volume of death that was happening over there would break the spirit of most folks, but they figured out how to survive and how to live in this terrible situation that they have.”

Stepanyuk said Brewer, the “lionheart,” is a household name for many Ukrainians and said Brewer became a “brother in arms,” not just a friend, when he joined the war trenches.

Joining the “lionheart” on recent missions to Ukraine has been a farmer, Don Hutchens, the former executive director of the Nebraska Corn Board, who had been to Ukraine before the war, and a storyteller, John Grinvalds, a reporter with KETV.&nbsp;

Grinvalds documented the most recent mission in a&nbsp;<a href="https://www.ketv.com/article/chronicle-ukraine-wounds-of-war/65504123" target="_blank">five-part “Wounds of War” series</a>&nbsp;published via KETV earlier this year. Grinvalds said the “wounds of war” can be seen globally and through many Nebraskans, neighbors who will carry the damage of war forever.

“I think for a fairer future, a brighter future, it’s time for us to look at how we can heal the wounds of war in our own backyard,” Grinvalds said.

Brewer recalled one of his&nbsp;<a href="https://nebraskaexaminer.com/2022/11/01/nebraska-state-senator-returns-to-ukraine-to-deliver-bibles-stove-food-and-a-message-of-support/">early missions</a>&nbsp;moving supplies, during which he was rushed to a potato cellar with about 20 people, mostly soldiers, as artillery shells landed above ground. Dirt fell from the ceiling as everything shook.

Ukrainian soldiers sat around making tea, Brewer said, with “no fear whatsoever. It’s just another day for them.”

He recalled a young soldier asking if Brewer wanted tea, and Brewer responded, “You betcha,” and quipped to the Friday crowd, “Vodka would have been better.”

Brewer didn’t know the group had run out of water. The young soldier opened the cellar door, darted into the courtyard and pumped a bucket of water from a hand-cranked well. He returned as more artillery rounds landed.

“I felt so terrible, because he just risked his life to get me a glass of tea, but that’s what I ran into in the way of love from these people,” Brewer said.
