LINCOLN — Like a phoenix from the ashes, term-limited Nebraska lawmakers made what could be their last ask Thursday to revive more substantial property tax relief plans before their time in the Legislature ends.

State Sen. Justin Wayne of Omaha outlined&nbsp;<a href="https://nebraskaexaminer.com/wp-content/uploads/2024/08/wayne-new-prop-tax-plans.pdf">three options</a>&nbsp;for his colleagues to consider Thursday afternoon, ahead of an expected second-round debate on&nbsp;<a href="https://nebraskalegislature.gov/bills/view_bill.php?DocumentID=58075" target="_blank">Legislative Bill 34</a>. LB 34 is the evolving effort put forward by the Revenue Committee to address rising property taxes, the major goal of the special session.&nbsp;

Almost immediately, lawmakers from Wayne’s class of senators elected in 2016 began jumping on board, again demanding&nbsp;<a href="https://nebraskaexaminer.com/2024/08/14/nebraska-lawmakers-advance-absolute-minimum-property-tax-package-after-months-of-buildup/">more options than what they were left with</a>&nbsp;Tuesday.

Tuesday was the day when LB 34 first faced a&nbsp;<a href="https://nebraskalegislature.gov/FloorDocs/108/PDF/AM/AM73_S1.pdf" target="_blank">122-page amendment</a>&nbsp;but then landed at&nbsp;<a href="https://nebraskalegislature.gov/FloorDocs/108/PDF/AM/AM84_S1.pdf" target="_blank">43 pages</a>, with three components:

At least 15 lawmakers won’t return in January, including 13 who are term-limited after eight years in office, including Wayne. Many of those say that LB 34 could be the last train out of the station on property tax relief but that they want more.

State Sen. Joni Albrecht of Thurston: “I am not leaving here with what we have now. How do you go home? We’re going to do what we need to do.”

State Sen. Lynne Walz of Fremont: “I don’t think it’s enough, but I think a whole other picture that we have not talked about is economic development.”

State Sen. Carol Blood of Bellevue: “My regret is that I’m not here next year, because I would keep fighting, but I don’t want to leave without doing something.”

State Sen. Mike McDonnell of Omaha: “It doesn’t have to be those three options. We can be as creative as we want.”

Wayne has said if the current version of LB 34 is all the Legislature passes, it could have been done “over email” or a conference call. He and others have suggested going home if that’s what’s left on the table.

Instead, his new ideas would expand LB 34, which currently would provide approximately 3% in new relief ($185 million), to providing 25% or 40% total relief on top of existing programs. If his proposals are not supported, he asked lawmakers to target existing tax credits to those who need it most.

“The entire state of Nebraska is looking for us to do something at this point,” Wayne said. “We’re in a special session, we should do something special.”

State Sen. Steve Erdman of Bayard has also fought for what he sees as a “solution,” not just a “Band-aid on an amputation,” which is how he describes LB 34 and other plans pushed from the Revenue Committee.

Erdman has encouraged lawmakers to embrace his EPIC Option Consumption Tax proposal, to eliminate property, income and sales taxes outright.

Walz and Blood have urged caution and asked that lawmakers work with local governments, such as municipalities and counties, so services aren’t impacted and new unfunded mandates aren’t passed on.

“There’s absolutely no way that we can solve the property tax problem if we don’t grow our state and bring in new revenue,” Walz said.

Blood said that includes bumping up the local cap on annual property tax collections to the greater of 3% or inflation, instead of just 0% in times of deflation. She also criticized the Legislature for not embracing other revenue generators, such as creating a new income tax bracket.

Much of the frustration built after LB 34 was drastically narrowed from an approximate 30% cut in property taxes to just 3% halfway through debate Tuesday. At that time, lead lawmakers pivoted to a “skinnied-down” plan with its “absolute minimum” components.

Each of Wayne’s three plans would build upon the current LB 34 in the following way and would build upon one another in successive motion. Changing school funding was not part of any of the plans that Wayne distributed.

“This may not be the answer, but I think it’s the first time that people can sit down and figure out what we’re doing,” Wayne said.

Option 1 (a “better way to do the 3% new relief”)

Owners of different property types would see a different percentage of available tax credits. Wayne said that would help differentiate “grandma down the street” from commercial property owners, businesses and out-of-state land owners:

That option would also value residential property at a lower rate than actual market value, with one rate for owner-occupied housing and another for residential rental housing. That would require a constitutional amendment.

Option 2 (a 25% reduction in property taxes)

New tax credits to cover funding for the state’s 23 natural resources districts (about $95 million annually) would be created, and the state would reimburse county jails for operating and maintenance expenses. It would also have the state reduce assessed valuations and pay for the change in value. That would leave the state on the hook for:

That option would also embrace LB 73 and LB 39, from McDonnell and State Sen. Kathleen Kauth of Omaha, respectively.

McDonnell’s LB 73 would expand income eligibility to include adjustments by changes in the Federal Housing Finance Agency’s House Price Index, which is greater than inflation in the Consumer Price Index.

Kauth’s LB 39 would restore homestead exemption eligibility to some Nebraskans who qualified in the past three years but, because of rising valuations, became ineligible.

With the expanded relief, Wayne would have the state increase “sin” taxes on six goods:

New sales taxes would be added to 33 services, ending various exemptions on goods and services including tattoos, skin care services, lobbying work and chartered flights.

A new sales tax exemption would be added on residential electricity.

Option 3 (a 40% reduction in property taxes)

Decreasing corporate and individual income tax bracket rates, by 2028, would be paused for one year to save an additional $250 million. Those rates would still reach 3.99% by 2029.

The third option would also include LB 47, from Wayne, to remove the franchise tax on financial institutions and instead have them pay the corporate income tax. Candy and soft drinks would also be taxed under the plan.

Renters would see additional relief with an income tax reduction up to $2,200, or the full amount of rent paid during the taxable year. That is similar to LB 740 in 2022, from State Sen. Wendy DeBoer of Omaha in 2022, which proposed a deduction of up to $3,000.

The earned income tax credit would also be increased from 10% of the federal credit allowed, to 15%.

SIDNEY, Neb. -&nbsp;Registration is open for Western Nebraska Community College's next Construction Trades program, an Entry-Level Plumbing course in Sidney starting on October 1.

The Entry-Level Plumbing course is intended for students interested in entering the plumbing industry. The program is designed to help students get their foot-in-the door as a helper or with a goal of being an plumbing apprentice in a 20-week timeframe.

The course is scheduled to complete on February 15, 2025, with classes occurring Tuesday and Thursday evenings (6-9 p.m.), and Saturdays from 8 a.m. - 3 p.m. Classes will take place at the WNCC Sidney Campus and at 832 11th Avenue in Sidney.

Tuition for the electrical course is $3,750. Financial aid is available through the Nebraska Career Scholarship and Community College Gap Funding for those who qualify.

Upon completion of the program, students will earn a National Center for Construction Education and Research certification.&nbsp;NCCER is a recognized leader in construction and maintenance curriculum.

WNCC Construction Trades offering Plumbing course in Sidney

(North Platte, Neb.)&nbsp;&nbsp;— A multi-agency effort led to the recovery of a missing juvenile and the arrest of two men on several charges in Thomas County.

Monday afternoon, NSP was notified that a stolen vehicle was believed to be traveling through Nebraska on Highway 83. The vehicle, a Toyota Sienna, had been stolen out of Colorado. Authorities in Colorado reported that a missing juvenile may be in danger traveling in the vehicle with two men.

Troopers, deputies from Thomas, Logan, and Lincoln Counties, as well as the Nebraska Brand Committee began searching for the vehicle. At approximately 3:10 p.m. Monday, the van was located on Highway 83, south of Thedford and a trooper performed a traffic stop. Deputies arrived on scene quickly to assist.

The trooper safely located a missing 13-year-old girl inside the van along with two men. The girl had been previously reported missing from South Dakota. Further investigation revealed that the men had also stolen a vehicle in Sioux Falls, South Dakota. That vehicle contained a rifle. The rifle was located by law enforcement on the side of Highway 83 and authorities believe it was thrown from the van as the trooper was approaching.

The two men were identified as Marquise Spotted Eagle, 20, and Datavion Taylor, 23, both of Sioux Falls, South Dakota. They were placed under arrest for possession of a stolen vehicle, possession of a stolen firearm, contributing to the delinquency of a minor, aiding and abetting, child endangerment, and possession of a firearm during the commission of a felony. Both men were lodged in Lincoln County Jail.&nbsp;

NSP is also working with authorities in Colorado and South Dakota on this investigation.

 </figure>The two men were identified as Marquise Spotted Eagle, 20, and Datavion Taylor, 23, both of Sioux Falls, South Dakota. They were placed under arrest for possession of a stolen vehicle, possession of a stolen firearm, contributing to the delinquency of a minor, aiding and abetting, child endangerment, and possession of a firearm during the commission of a felony. Both men were lodged in Lincoln County Jail.&nbsp;NSP is also working with authorities in Colorado and South Dakota on this investigation.

The Hot Sheets: August 15th, 2024

With the annual dove season opener on Sept. 1, the Nebraska Game and Parks Commission has some reminders for hunters, as well as recommendations for areas to hunt.

Doves are abundant statewide and, with generous bag limits, provide some excellent wing-shooting opportunities. Doves may be hunted statewide Sept. 1 – Oct. 30, 2024, with daily bag and possession limits of 15 and 45, respectively. Bag and possession limits are for mourning, white-winged and Eurasian collared-doves in aggregate. Shooting hours are 30 minutes before sunrise until sunset.

Sunflowers, millet and wheat, which generally provide good food sources and dove hunting opportunities, were planted on numerous wildlife management areas earlier this year. Preseason scouting is recommended due to changing habitat conditions. Federal and state migratory bird hunting stamps, or duck stamps, are not required to hunt doves. Shotgun plugs restricting it to no more than three shells also are required.

Hunters who harvest a dove with a leg band should contact the U.S. Fish and Wildlife Service at&nbsp;<a href="https://links-1.govdelivery.com/CL0/http:%2F%2Fwww.reportband.gov%3Futm_medium=email%26utm_source=govdelivery/1/010001914d45dc2d-68d4e5ae-b752-4fdc-b0f5-79ba38eb74ad-000000/WwMrCJN9FoSrqRRnzHShVDjCxzIOG3ou8f_tJUgUgNA=366" target="_blank">reportband.gov</a>. Dawson County -&nbsp;The Dawson County Sheriff's Office was recently awarded a grant through the AAA Auto Club Group Foundation for the purchase of 16 Guardian Angel shoulder lights.  These lights have multiple options for its use and will help make Deputies more visible when necessary.&nbsp;

Haigler, Neb. - On Monday,  August 12, 2024, The Dundy County Sheriff's Office served 2 search warrants simultaneously at 2 residences on Porter Avenue in Haigler, Nebraska. 

Approximately 50 Fentanyl pills, 2 ounces of Methamphetamine, 20 other pills of controlled substance, 3 grams of D.M.T.,  2 grams of psylocibin mushrooms, 1/2 pound of Marijuana, THC Wax, an AR-15 Rifle, 2 22. caliber long rifle's, $5,000 in cash and a large amount of drug paraphernalia were located between the 2 residences. 

The persons who live in those residences were not at home at the time the search warrants were served and affidavits for their arrests will be filed with the County Attorney for prosecution. 

Assisting the Dundy County Sheriff's Office with this were members of the Nebraska State Patrol CODE Drug Task Force, Imperial Police Department, Red Willow County Sheriff's Office, Nebraska Brand committee and Benkelman EMS.&nbsp;&nbsp;

(North Platte, Nebraska, August 12, 2024) – Get ready to have a smashing good time because the National Avocado Launching Championship is coming back to North Platte for its third year on Saturday, September 14th, 2024. This year the unique competition will be held at Pals Brewing Company and is also in correlation with the Western Nebraska Craft Beer Festival.&nbsp;

Teams of up to three will compete to score the most points by launching avocados at targets using catapults, trebuchets, slingshots, water balloon launchers — basically, any launcher that is human-powered. No air guns, potato guns, flames, laser beams, or booster rockets. And no matter how much you want to show off your bulging muscles, throwing by hand is not allowed.&nbsp;

This is a competition of precision starting with pool play and then transitioning to a single elimination bracket. Teams will be launching the avocados at upside down cattle tanks with point values written on the bottoms. The purpose is to accumulate points. Prize money will be awarded to the final four teams with first place receiving $3,500, second place taking home $2,000, and the other top two teams winning $750 each. The competition is capped at 60 teams. On Friday, September 13th an optional practice event will be held at Pals Brewing Company, giving teams a chance to hone their devices at the actual competition site. Teams must RSVP in advance for the practice event to insure they have a time slot reserved. Then, on Saturday, September 14th teams will be required to attend a pre-launch meeting and mechanism inspection on competition day with check in running from 8:30am-9:30am. Then, the competition will kick off and avocados will fly starting at 10:20am.&nbsp;

Initially the bridge will be open to normal two-lane traffic with occasional single lane closures, using flaggers. A bridge deck overlay will be applied in Sept. requiring single lane closures, using traffic signals. The project is expected to befully complete by late-Sept. 2024.

Long Pine Creek Bridge Reopened

Paxton, Neb. - Two people were injured in an accident on I-80 near Paxton that shut down the westbound lanes for a few hours Monday morning according to officials.&nbsp;

According to the Nebraska State Patrol (NSP), the accident occurred around 5:40 am around mile marker 151, just a few miles east of Paxton.&nbsp;

NSP states the accident involved multiple semi-trucks. Two people suffered minor injuries and were transported to the hospital. I-80 westbound from Sutherland to Paxton would reopen around 9:30am. During the closure, traffic was diverted to U.S. Highway 30.&nbsp;&nbsp;

The crash remains under investigation.&nbsp;

The 2024 Nebraska Broadcasters Association Convention proved to be a rewarding one for Eagle radio stations in Alliance, Chadron and North Platte.  During the event's Pinnacle Awards banquet, three awards were received by Eagle employees.

Double Q Country Sports Director and "voice of the CSC Eagles" Dave Collins received the Gold Award in the "Best Sports Play-By-Play" category.&nbsp; Collins, who has won several NBA awards for his sports broadcasting efforts, travels with Chadron State Eagle teams throughout the year to bring games to radio listeners all over Nebraska.&nbsp; Collins met his wife Shaunda in Chadron where she is a Full Professor in the Communications Department at CSC. They enjoy spending time with their infant son Braylon, traveling all over the country, running half-marathon races and attending games together in new stadiums.

Also receiving a gold award Wednesday night (his 10th NBA award overall) was Eagle Radio Alliance/Chadron Director Of Creative Services Jason Wentworth.&nbsp; "Wenty " took home the Gold for "Best Promotional Announcement."&nbsp; Joining Wentworth in the production of the winning "Jingle Cash promo" was Kalin Krohe; the two have been creative partners for years.&nbsp; "Kalin brings his sense of humor, vocal variety and improvisational skill to all of our commercial projects.&nbsp; I couldn't do it without him!"&nbsp; Wentworth, who has been at KCOW for 26 years, celebrates 2024 as the 25th anniversary of his KCOW morning show.

Last, but not least, North Platte Marketing Consultant Carla Beck received a Bronze award in the highly competitive "Best Commercial" category.&nbsp; Her commercial for Axes and Aces was titled "The Big Game."

It should be noted that unlike some state broadcasting associations, where awards are split up among "small market", "medium market" and "large market" stations--assuring a greater likelihood of an entry winning--the Nebraska Broadcasters Association votes for all entries equally.&nbsp; This means the three winning entries above managed to defeat some of the largest, most powerful radio stations in Omaha, Lincoln, and other large city stations.&nbsp; &nbsp;

According to the City of North Platte, the viaduct is closed between 6th Street to 8th Street for pedestrians and vehicles. The viaduct will open once repairs are complete, anticipating three weeks for the repairs.

The Nebraska community solar projects selected are part of our ongoing collaboration with the Municipal Energy Agency of Nebraska (MEAN) to provide renewable energy to 16 municipalities across 15 sites in the Midwest.

PACE program funding, coordinated by USDA Rural Development’s Rural Utilities Service (RUS), includes a significant loan with a forgiveness component. The loan amount is used to reduce the cost of power, passing all savings onto the rate-payer. In awarding the $30 million in funding, U.S. Department of Agriculture (USDA) Secretary Tom Vilsack said, “Rural communities are the backbone of America, and the Biden-Harris Administration is proud to partner with them to create a more affordable and sustainable future that will benefit rural families, businesses, and the health of our planet for generations to come.” He added that “the project we’re announcing today will create good-paying jobs, lower energy costs for consumers, reduce greenhouse gas emissions, and strengthen the resiliency of our nation’s electric grid.”

Sandhills Energy was also highlighted by RUS Administrator Andrew Berke at the Nebraska Governor's Ag and Economic Development Summit in Kearney, Nebraska. “The PACE project we are announcing today – and many others to come – reduces costs, creates jobs, and provides new economic opportunities for rural Americans. This gives people in rural America a better chance to succeed and stay in the rural communities they love.”

Construction on these community solar installations began in June with groundbreakings in Alliance and Sidney, Nebraska. As the developer of these solar facilities, Sandhills Energy brings extensive expertise in utility-scale renewable energy to enhance grid resiliency for the participating communities, which include Gering, Imperial, Ansley, Pender, Crete, and Stuart, Nebraska. Sandhills Energy secures nearly $30 Million in funding for Nebraska Community Solar Projects

Lincoln, NE - Marilyn Miller of&nbsp;Ansley&nbsp;is the fifth winner of a 2024 Ford F-150 XLT 4x4 SuperCrew truck in the 29th edition of the Nebraska Lottery’s $2 Truck$ &amp; Buck$ Scratch game.

Miller purchased her winning Truck$ &amp; Buck$ ticket at Casey’s #2068 at 609 Plum Creek Parkway in Lexington. She was presented with her new truck at Casey's on Thursday, August 8 by Nebraska Lottery officials.

Miller said she and her husband Duane were heading home from an auction in Grand Island and decided to stop in Lexington for some supper. They decided to make a quick trip to Casey’s to fill up their vehicle and she popped inside to cash in a few winning Scratch tickets.

“I won $20,” she said. “And so I took that $20 and spent $10 of it on five Truck$ &amp; Buck$ tickets.”

One of those tickets ended up winning her the pickup. She called the Nebraska Lottery the next day and her truck was delivered to her in Lexington about a week later.

“I’m still speechless, I guess,” she said. “It’s just neat that I won.”

“That’s not even a once in a lifetime deal,” Duane added. “It’s probably once in ten lifetimes.”

The 29th edition of the Nebraska Lottery’s popular $2 Truck$ &amp; Buck$ Scratch game features the 2024 Ford F-150 XLT 4x4 SuperCrew truck as its top prize. Players have the opportunity to win one of eight Ford F-150 trucks as well as thousands of cash prizes. The truck prize is valued at $81,500, which includes $976 for costs associated with ownership and state and federal withholding paid by the Nebraska Lottery of $4,075 and $19,560, respectively. The odds of winning the top prize in Truck$ &amp; Buck$ are 1 in 336,000, while the overall odds of winning any prize are 1 in 3.69.

The mission of the Nebraska Lottery is to generate proceeds for good causes while providing quality entertainment options to Nebraskans. Over $991 million has been raised for the Nebraska Lottery’s beneficiary funds since the Lottery began in 1993. All 93 counties in Nebraska have benefited from projects funded with these Nebraska Lottery proceeds.
