Southwest Nebraska Public Health Department (SWNPHD) encourages residents to know if they are protected against measles. Measles is a very contagious disease that causes high fever and rash and may cause other serious complications.

Measles is rapidly spreading in parts of Texas and New Mexico, and cases have also been seen in multiple other states in 2025. Most cases have been reported in people who are not vaccinated (have not had their shots) or whose vaccination status is unknown. There have been no cases reported in Nebraska yet.

“Measles is a highly contagious vaccine-preventable disease,” states Melissa Propp RN, Clinic Manager with SWNPHD. “The MMR vaccine we use is very safe and effective.&nbsp; It is very important to be protected from this serious illness.”

Symptoms of measles can appear anywhere from 2 days to 21 days after being exposed to the virus. Signs and symptoms of measles include:

A person with measles can spread the virus to other people even before they show symptoms. Measles spreads quickly when people come in contact with the virus. Nine out of 10 unvaccinated people will develop measles if they are exposed. This virus spreads when an infected person coughs or sneezes. The measles virus can stay in the air and on surfaces for up to two hours after a person leaves a room, according to the Centers for Disease Control and Prevention (CDC).&nbsp;

Before the invention of the measles vaccine in 1963, there were almost half a million cases of measles every year in the United States.&nbsp;CDC recommends that people get MMR vaccine to protect against measles, mumps, and rubella. Children should get two doses of MMR vaccine, starting with the first dose at 12 to 15 months of age. The second dose is typically given at age 5 or 6 just before kindergarten but can be given as early as age 4.

Teens and adults should also make sure to be up to date on their MMR vaccinations, especially if planning on traveling to areas with measles cases.&nbsp;Nebraska residents can look up their shot records in the Nebraska State Immunization Information System (NESIIS) at&nbsp;<a target="_blank" href="https://nesiis-dhhs-prod.ne.gov/">nesiis-dhhs-prod.ne.gov</a>.

LINCOLN, NE&nbsp;– Governor Jim Pillen announced awards for projects in three districts of the state’s&nbsp;6 Regions, One Nebraska&nbsp;initiative (Central, Mid-Plains, and Western). The announcement took place during a news conference in Scottsbluff.&nbsp;

“Nebraskans compete incredibly hard to succeed, but too often we’ve competed against one another,” said Gov. Pillen. “6 Regions, One Nebraska&nbsp;takes a different approach—prioritizing shared wellbeing above individual accomplishment. It’s been encouraging to see the statewide embrace of this partnership model for growth.”&nbsp;

Gov. Pillen was joined at the news conference by K.C. Belitz, director of the Nebraska Department of Economic Development (DED); regional navigators and co-chairs; community college leaders; and awarded project applicants.&nbsp;

“I am grateful for Governor Pillen’s vision to bring our state together through the&nbsp;6 Regions, One Nebraska&nbsp;initiative,” said DED Director K.C. Belitz. “We’re undergoing an attitudinal change—helping Nebraskans compete together as teammates rather than against one another as rivals. The wisdom of thinking regionally about growth is clearly resonating with leaders. We’re seeing impressive engagement in work sessions and on regional priority projects.”

Launched in 2024,&nbsp;6 Regions, One Nebraska&nbsp;encourages cooperation, rather than competition, among neighboring communities. Each region had two formal gatherings in 2024, along with numerous virtual work sessions. At the first meeting, leaders reviewed economic and demographic data specific to their community college district. Participants decided on priority areas to serve as a starting point for collaborative action. Subsequently, working groups identified potential solutions to address needs and developed one project for which to seek state-administered American Rescue Plan Act funds.

At the second meeting, participants heard reports from each action team and discussed steps to move forward with a funding application. Each region successfully supported one application for an award of $200,000. State leaders have engaged philanthropic organizations to raise additional funds to support the awarded projects.

“Our communities in the Panhandle have great career opportunities, and they’re wonderful places to raise a family,” said Owen Palm, President and CEO of 21st Century Equipment and co-chair of the Western region. “To attract new residents, it’s also important that we encourage development of affordable housing. We’re thankful for the State’s support as we jointly undertake a housing infrastructure assessment in Western Nebraska.”

The Mid-Plains region also identified housing as a top priority, backing a funding request from Mid-Plains Community College for a workforce housing revitalization project.

“It’s been remarkable to see leaders unite across the region to prioritize growth,” said Ryan Purdy, president of Mid-Plains Community College. “Together, we’re committed to rapidly increasing our inventories of workforce housing. As a college, we look forward to expanding the region’s skilled-trades workforce to take on new housing development and rehabilitation projects.”&nbsp;

The Central Community College District chose to focus on adding childcare capacity throughout the region.

“Throughout central Nebraska, there’s a shortage of childcare slots available to families,” said Denise Zwiener, CEO of Buffalo County Community Partners. “Through our Childcare Champions program, we’ve had success equipping entrepreneurs to achieve licensure and open new childcare centers. We’re grateful for this award, which will help us further increase childcare capacity across our region.”&nbsp;

North Platte, Neb., March 11, 2025 -- Great Plains Health has launched a new online&nbsp; appointment scheduling feature through MyChart, allowing patients to book medical&nbsp; appointments on their own time without making a phone call.&nbsp;

The new self-scheduling capability is now available for established patients in Great&nbsp; Plains Family Medicine, Great Plains Pediatrics and Great Plains Health Internal&nbsp; Medicine, with plans to expand to additional specialties in the future.&nbsp;

"This online scheduling feature gives patients more control over their health care by&nbsp; simplifying the appointment process," said Ivan Mitchell, chief executive officer of Great&nbsp; Plains Health. "We want to reduce the stress of coordinating medical appointments by&nbsp; providing patients with convenient tools that fit into their busy lives."&nbsp;

The new feature enables patients to view real-time appointment availability, schedule&nbsp; appointments 24/7 whenever it's convenient, receive immediate confirmation, and&nbsp; manage their healthcare on their own terms.&nbsp;

Online scheduling is just one feature in the MyChart patient portal. With the click of a&nbsp; button, MyChart also allows patients to securely communicate with providers, access&nbsp; test results and health records, request refill authorization or prescription renewal, view&nbsp; upcoming appointments and more.&nbsp;&nbsp;

Nebraska Department of Agriculture

LINCOLN –The Nebraska Department of Agriculture (NDA), in conjunction with the United States Department of Agriculture (USDA) Animal Plant Health Inspection Service (APHIS) has detected a case of highly pathogenic avian influenza (HPAI) in a backyard flock in Dawson County.  This latest case brings the total number of Nebraska flocks impacted by HPAI to 4 backyard flocks affecting approx. 219 birds in 2025.  

State Veterinarian Dr. Roger Dudley continues to remind poultry producers to practice good biosecurity with their flocks including minimizing exposure to wild birds and washing hands and changing clothes (including shoes) before and after coming into contact with poultry.   

HPAI is a highly contagious virus that spreads easily among birds through nasal and eye secretions, as well as infected food, water, and manure. The virus can be spread in various ways from flock to flock, including by wild birds during migratory season, through contact with infected poultry, by equipment, and on the clothing and shoes of caretakers. Wild birds can carry the virus without becoming sick, while domesticated birds can become very sick and die.  

What are the clinical signs of HPAI in birds?

Symptoms of HPAI in poultry include: a decrease in water consumption; lack of energy and appetite; decreased egg production or soft-shelled, misshapen eggs; nasal discharge, coughing, sneezing; incoordination; and diarrhea. HPAI can also cause sudden death in birds even if they aren’t showing any other symptoms. HPAI can survive for weeks in contaminated environments.

Poultry experiencing signs of HPAI or unusual death should be reported to NDA at 402-471-2351 or the USDA at 866-536-7593.

(North Platte, Neb.) — Work has resumed from reference post 125.64 to reference post 132.89, Ogallala to Roscoe, according to the Nebraska Department of Transportation. 

W.W. Clyde of Englewood, Colorado, is the contractor for this project. Temporary ramp construction, street lighting, concrete paving in the new Ogallala westbound rest-area, and installation of traffic control items will be performed.  Traffic will be maintained with lane closures in both directions and a 12-foot width restriction will be in effect.  Anticipated project completion is fall 2026. 

The purpose of this project is to preserve the transportation asset, improve the reliability of the transportation system, and perpetuate the mobility of the traveling public. 

Motorists are reminded to drive cautiously in and near work zones, to buckle up, and to put phones down.

Construction resumes on I-80, Ogallala to Roscoe

&nbsp;(Gothenburg, Neb.)&nbsp;&nbsp;— The Nebraska State Patrol located the suspect of a Denver homicide and found a passenger suffering a medical emergency this morning in Dawson County. The suspect was considered armed and dangerous.

NSP was informed this morning that a person wanted in connection with a homicide in Denver was believed to be traveling in a Nissan Rogue on Interstate 80 near Gothenburg. At approximately 9:25 a.m., a trooper located the vehicle and began a pursuit. The suspect refused to stop and fled northbound into Gothenburg.

The pursuit continued for approximately 25 minutes on county roads in Dawson County before stop sticks were successfully deployed, bringing the vehicle to a stop in the ditch on Highway 30 just east of Gothenburg. The driver and passenger refused to exit the vehicle and crisis negotiators responded to the scene.

After numerous attempts to make contact, troopers observed the female passenger to be having what appeared to be a medical emergency. Troopers and deputies quickly approached the vehicle and removed both the driver and the passenger, who were both non-responsive.

Narcan was administered to both the driver and the passenger. The female passenger was transported to Gothenburg Health Hospital where she was pronounced deceased. The male driver, identified as Augustine Vega, 36, of Colorado Springs, was flown to Good Samaritan Hospital in Kearney, where he remains at this time.

No law enforcement officers discharged their weapons during this incident. Officers did locate at least one firearm inside the vehicle. The South Central Area Law Enforcement Services (SCALES) task force has been asked to investigate the incident. The Dawson County Sheriff’s Office, Gothenburg Police Department, Cozad Police Department, Gothenburg Volunteer Fire Department, Dawson County Attorney, and LifeNet helicopter all assisted in this response.

NSP is coordinating with the Denver Police Department on the ongoing homicide investigation.

Groups of educators, law enforcement officers and first responders from across Nebraska are joining the Nebraska Department of Education’s School Safety staff for a series of specialized trainings from the “I Love U Guys” Foundation at three different sites.

NDE staff will help schools in developing safe school communities during emergency situations by putting Standard Reunification Method (SRM) into a practical exercise. The SRM-Reunification Exercises (SRM-REx) will be giving school communities and their surrounding partners the opportunity to practice how to reunite children with their families during mock emergency incidents.

The one-day training will include in person, hands-on simulated emergency events at three locations across Nebraska. The exercises will be from 8am to 4:30pm at the following the locations:

The purpose behind this training is to bring together a variety of different partners, agencies, and school personnel so everyone can work together more efficiently during a real emergency.

“Parents practice reunification daily with their children when they pick them up from school,” said NDE School Safety and Security Director Jay Martin. “However, during emergencies more people and challenges come into play leading to chaos if it is not practiced. These events are meant to reduce the potential of chaos and be as prepared as possible for an emergency.”

The events will also emphasize key components to avoiding emergency situations all together such as having Threat Assessment Teams at every school and using reporting services like Safe2HelpNE, a system designed for students, staff, and parents to anonymously report concerning behavior which could impact the safety of students or schools across Nebraska.

The Nebraska Department of Education is Hosting “I Love U Guys” School Safety Reunification Exercises 

(North Platte, Nebraska) – In the spring, the hearts of the Nebraska Greater Prairie&nbsp; Chickens turn toward love. To successfully attract a female mate, the male Prairie Chickens must&nbsp; impress them with their dancing prowess. Males will gather in large numbers on dancing grounds known as leks. They will cackle, jump, and stomp their feet, sometimes scuffling with a rival. Then they will&nbsp; scrunch down and inflate their bright orange neck sacks and emit an eerie booming sound. The ladies on&nbsp; the other hand will observe the shenanigans circumspectly, examining the prospects with a critical eye.&nbsp; However, if they see something they like, they may come forward for a brief, flurried assignation.&nbsp;

Dusty Trails offers Prairie Chicken tours on select days from March 12th through April 12th. To watch&nbsp; these birds perform their dances in the largest and busiest known Prairie Chicken lek in Nebraska is&nbsp; more than amusing- it’s magical. While these incredible creatures visit, they feed in the cornfields and wet meadows by day&nbsp; in preparation for their long journey ahead, and roost in the shallow flowing waters of the Platte River at&nbsp; night. This migration event draws people from all over the globe, and it can be experienced right here in&nbsp; North Platte.&nbsp;

Dusty Trails offers Sandhill Crane Tours daily from March 11th through April 1st. Together, the overall&nbsp; economic impact of the Sandhill Crane Migration on Central Nebraska was $14.30 million in 2017,&nbsp; supporting 182 year-round equivalent jobs. Moreover, given economic activity is taxed by local&nbsp; government, it is estimated that this economic impact generates $379,000 per year in local property,&nbsp; sales, and lodging tax revenue.

Sandhill Cranes return to the North Platte River Valley 

Acting United States Attorney Matthew R. Molsen announced that Lucas A. Wacker, 39, of Broken Bow, Nebraska, was sentenced on March 6, 2025, in federal court in Lincoln, Nebraska, for receipt and distribution of child pornography. United States District Judge Susan M. Bazis sentenced Wacker to 87 months’ imprisonment.&nbsp; 

Wacker was also ordered to pay $3,000 to go toward a fund established for child victims. There is no parole in the federal system. After Wacker’s release from prison, he will begin a 5-year term of supervised release and will be required to register as a sex offender.

An investigator with the Nebraska State Patrol downloaded two files directly from a suspect IP address during a peer-to-peer (“P2P”) undercover operation in April of 2024.&nbsp; A subpoena was served for the IP address and the IP came back to Lucas Wacker.&nbsp; The files received from the IP included an already known child pornography file.

In May of 2024, a search warrant was executed for the search of Wacker’s home in Broken Bow. During a preview of Wacker’s phone, investigators found several video files depicting child pornography, including one of the videos which was part of the P2P investigation.&nbsp; Search history indicating searches for child pornography content were also located on the program.

Wacker was interviewed during the search, and he admitted to viewing and collecting child pornography.&nbsp; He also admitted to downloading child pornography and he informed investigators of the specific application and search terms that he would use.&nbsp; Wacker’s cellphone was extracted and reviewed.&nbsp; Investigators found 12 video files and 361 image files of child pornography.&nbsp;

This case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse launched in May 2006 by the Department of Justice. Led by United States Attorneys’ Offices and the Criminal Division's Child Exploitation and Obscenity Section (CEOS), Project Safe Childhood marshals federal, state and local resources to better locate, apprehend and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims. LINCOLN — The federal government is again planning to decrease the percentage of state Medicaid costs it will cover for Nebraska, leaving state lawmakers on the hook for an additional $90.3 million this budgeting cycle.

State Sen. Rob Clements of Elmwood, chair of the&nbsp;<a href="https://nebraskalegislature.gov/pdf/reports/fiscal/2025prelim.pdf" target="_blank">budget-writing Appropriations Committee</a>, announced the&nbsp;revision&nbsp;Thursday, one day after legislative staff found the overlooked Federal Medical Assistance Percentage (FMAP) revisions from January.&nbsp;

That&nbsp;<a href="https://nebraskalegislature.gov/pdf/reports/fiscal/2025prelim.pdf" target="_blank">oversight</a>&nbsp;will eat into the&nbsp;<a href="https://nebraskaexaminer.com/2025/02/28/new-nebraska-economic-forecast-spurs-cautious-optimism-shrinks-state-budget-shortfall/">progress of a recently amended two-year economic forecast</a>, which decreased an initial $432 million shortfall at the start of the session to $267 million.&nbsp;

That’s because of an additional $65 million in projected tax revenue over the next two fiscal years. Lawmakers also have the option of accessing an additional $100 million in revenue from this fiscal year that went automatically to the cash reserve.

The change Clements discussed this week determines federal matching funds to offset state Medicaid costs, meaning the recent decrease in federal funds leaves the state needing to pay for more.&nbsp;

The initial decrease in the federal share of state Medicaid costs from October passed $235 million in Medicaid costs back on to Nebraska. That was before the January adjustment.&nbsp;

That decrease and the latest are on regular Medicaid costs and not hoped-for matching federal funds for provider assessments as approved in 2024 and pending in 2025 under legislation led by State Sen. Mike Jacobson of North Platte.

Clements’ committee issued a&nbsp;<a href="https://nebraskaexaminer.com/2025/02/18/preliminary-appropriations-committee-budget-unveiled-includes-pillen-cuts-to-nu/">preliminary budget</a>&nbsp;Feb. 18 that identified $171 million toward closing the shortfall. However, some of those items, including a $14 million cut to the University of Nebraska, will be fought in committee and, if advanced, during floor debate.

With the Medicaid changes but without the committee’s recommended cuts, the state budget shortfall for the 2025-27 fiscal years is $357 million. Including the committee’s changes, the shortfall would be about $189 million, according to the legislative fiscal office.

Clements said it will be “a tougher year than we thought” to balance the budget.

&nbsp;“We all need to work together to balance the budget,” he said. “It’s not just the Appropriations Committee’s budget. It’s the Legislature’s budget, and we’re required to balance it.”

Timeline of 2025-27 shortfall projections

Nov. 20 —&nbsp;$432 million shortfall, identified by Tax Rate Review Committee, nearly $490 million below recent expectations.

Feb. 18 —&nbsp;$261 million shortfall, if all cuts in preliminary Appropriations Committee budget are adopted by the full Legislature.

Feb. 28 — $99 million shortfall, identified by February Nebraska Economic Forecast Advisory Board revisions wiping $65 million from the shortfall from the next two fiscal years and estimating a boon of $100 million than initially anticipated this fiscal year that could be applied to the shortfall, and if all preliminary budget cuts are adopted.

March 6 — $189 million shortfall, including a $90.3 million increase in state share of Medicaid costs after federal funding decrease, economic forecast revisions and preliminary budget cuts.

Decrease in federal share of Nebraska Medicaid costs increases state budget shortfall

Dawson PPD invited Nebraska Public Power District board members to the March 5, board meeting to discuss current projects and future needs. NPPD Directors Rusty Kemp of Tryon, Kirk Olson of North Platte and Rob Hinrichs of Axtell attended.

Kemp, Olson and Hinrichs emphasized that they see public power decisions through the lens of their agriculture backgrounds. The group agreed with Dawson PPD board president Dan Muhlbach about the importance of keeping the customers’ best interests at the forefront in all negotiations and decisions.

Carmen Ackerman, Manager of Finance and Administration provided Dawson PPD’s financial report. As predicted, margins were down in January, but a rebound is expected in February’s reports.

Dawson PPD discussed capital construction projects. Director Page Peterson, who serves on the finance committee, suggested the board consider the issuance of a bond to finance up to $9 million. Director Don Batie clarified that the bond would be for system improvements, not for daily operating costs. Director Bob Kennicutt made a motion for a resolution authorizing the bond process. The details of any potential bonds will be considered at a future meeting. The construction work plan includes substation improvements and line upgrades to improve reliability, capacity, and safety. Bonding spreads the cost of projects over several years, decreasing the impact on the current ratepayers.

Because NPPD will seek long term financing for the construction of new generation resources, they need wholesale customers’ commitment to purchase power for 40 years.</li><li>&nbsp; Dan Muhlbach received the NRECA Director Gold Credential, which requires coursework in addition to the Credentialed Cooperative Director and Board Leadership Certificate requirements.</li><li>&nbsp; The next board meeting will be April 2.</li>

Mid-Plains Community College student Cruz Brooks, of Hershey, has been selected as a member of the 2025 Nebraska Intercollegiate Band.

He will perform March 8 at 11:30 a.m. in the ballroom of the Graduate Hotel in Lincoln.&nbsp; The concert is part of the Nebraska State Bandmasters Association annual conference and is free and open to the public.

The Nebraska Intercollegiate Band includes outstanding music students from colleges and universities across the state.

Brooks, who will be playing the tuba, is the first MPCC student to be selected for this honor
