Halsey, Neb., June 28, 2024—Maintenance is needing to be completed along all-terrain vehicle (ATV) trail 113 in the Bessey Recreation Complex.&nbsp;&nbsp;

A well along the 113 trail needs maintenance, requiring the cutting of some trees. This requires the blocking of the entire trail while well maintenance is underway. For the safety of the contractor assisting in this work, and the safety of the public, trail 113 will be closed until further notice.

 Access from the trailhead of 113 to where trail 113 meets trail 112 will have&nbsp;closed signs posted for the public. This maintenance is very short term, projected to begin July 2, 2024 and will not require extended closure.&nbsp;

Visitors interested in using the trails that will be affected are encouraged to call the Bessey Ranger District office at (308) 533-2257, or check Nebraska National Forests and Grasslands Facebook page for updates:&nbsp;&nbsp;

LINCOLN, NEB. –The Nebraska Farm Bureau Foundation awarded 10 scholarships to students enrolled in the Agricultural Education Teaching Program at the University of Nebraska – Lincoln (UNL).

“Classrooms and FFA chapters will benefit from the passion reflected in this year’s applications,” said Megahn Schafer, executive director of the Nebraska Farm Bureau Foundation. “It is an honor to support these future teachers who will develop strong leaders to ensure a bright future for Nebraska agriculture.”

Each recipient will receive a $1,500 scholarship during his or her student teaching semester at the university. Applicants shared why they wanted to be an agricultural education teacher, professional goals for the future, and what the scholarship would mean to them.

“With 218 schools offering high school agricultural education programs and FFA chapters, demand for teachers has never been stronger,” said Matt Kreifels, associate professor of practice in agricultural education at UNL. “These teachers serve a vital role in agriculture by introducing and recruiting talented students to the industry.&nbsp;We thank the Nebraska Farm Bureau Foundation for supporting these future teachers.&nbsp; Through this scholarship program, and with Farm Bureau helping to promote the profession of agricultural education, UNL has seen an increase in the number of students entering this profession.&nbsp;Nebraska Farm Bureau, its members, and the Foundation are supporting the future of Nebraska agriculture by investing in these young teachers.”

Sutherland, Neb. - The 87th Annual Sutherland Rodeo is July 3rd - July 4th but events will begin on June 29th and run through July 4th. The community is preparing for another year of exciting events that everyone of all ages can enjoy. The golf tournament is June 29th,, and the rodeos are July 3rd - July 4th starting at 7:00pm. Rodeo admission is Adults $10, Children 6-12 $5, 5 and under are free.&nbsp;

WASHINGTON – U.S. Transportation Secretary Pete Buttigieg announced $22&nbsp;million for two projects in Nebraska, part of $1.8 billion in awards from the Rebuilding American Infrastructure with Sustainability and Equity (RAISE) discretionary grant program. Today’s awards fund 148 projects nationwide and bring the total amount of Biden-Harris Administration RAISE grants to more than $7.2 billion for over 550 projects across the country.

“After decades of underinvestment, the condition of America’s infrastructure is now finally getting better instead of worse – and today we proudly announce our support for 148 more projects in communities of every size across the country,” said&nbsp;U.S. Transportation Secretary Pete Buttigieg.&nbsp;“Through President Biden’s Bipartisan Infrastructure Law, we’re funding projects across the country to make roads safer, make it easier for people to move around their community, make transportation infrastructure more resilient to extreme weather, and improve supply chains to keep costs down for consumers.”

The competitive and popular RAISE program, which was authorized $1.5 billion a year on top of already appropriated funds thanks to President Biden’s Bipartisan Infrastructure Law, supports a diverse slate of communities with projects of local and regional significance. Funding is split equally between urban and rural areas, and a large percentage of grants support regions defined as historically disadvantaged or areas of persistent poverty. The eligibility requirements of RAISE allow project sponsors, including state and local governments, counties, Tribal governments, transit agencies, and port authorities, to pursue multi-modal and multi-jurisdictional projects that are more difficult to fund through other grant programs. RAISE discretionary grants invest in critical freight and passenger transportation infrastructure projects that would otherwise not receive the funding needed if not for President Biden’s Bipartisan Infrastructure Law.

RAISE is a keystone program of President Biden’s Investing in America agenda, rebuilding and repairing critical infrastructure using American-made materials and spurring historic levels of private sector investment in regions around the country. Investing in key transportation infrastructure initiatives through programs like RAISE is growing the economy from the middle out and bottom up, lowering costs for families, and creating good-paying, union jobs for American workers in their home communities.

As in years past, the demand for RAISE funding outpaced available funds, with the Department receiving almost $13 billion in requests for the $1.8 billion available this year.

 <li>$750,000&nbsp;for the&nbsp;Investment into Intermodal Mobility and Community Connectivity project&nbsp;in Lincoln County – The project will explore the development of an alternate route for freight traffic that minimizes conflicts with non-motorized travelers in both residential and downtown employment centers. The project will also lead to the creation of an active transportation infrastructure and improve existing infrastructure, including the inland port designation of the Nebraska International Port of the Plains, including the incorporation of&nbsp; EVs and EV charging for inland port activities. Additionally, the project will identify alternative truck routes that reduce traffic and vehicular idling in disadvantaged neighborhoods and downtown areas.</li><li>$21,389,417&nbsp;for the&nbsp;Court Street Access and Safety Transformation (CAST) Initiative&nbsp;in Beatrice – The project includes the rerouting of Highway 136 one block south to Market Street and the redevelopment of Court Street as a pedestrian-focused corridor with improved seating, bike racks, trash receptacles, sidewalks with lighting, amenity zone elements, wayfinding monuments, intersection treatments, and the addition of some public outdoor space. By rerouting a busy State Highway and rebuilding Court Street, pedestrian and cyclist safety risks will be dramatically reduced in the downtown business area. Additionally, the creation of a complete pedestrian connection between downtown and the nearby trail system will create new recreational opportunities for pedestrians.</li>

City of North Platte PSA regarding offices, trash pick up during the holiday week

Ogallala, Neb. - On June 25, 2024, Ogallala Police Department were advised of a Be On the Lookout (BOLO)&nbsp; for a White Toyota Prius with California plates associated with a male individual wanted for&nbsp; homicide. Ogallala Police officers were notified that this individual was considered armed and&nbsp; dangerous. 

The car was located at Wal-Mart on Pony Express Lane but was unoccupied at the time.&nbsp; In an effort to limit any potential incident inside Walmart, law enforcement, which also included&nbsp; Keith County Sheriff’s office at this time, waited in the Scooter’s Coffee parking lot where they&nbsp; could observe the Wal-Mart parking lot and the suspect car. The male suspect exited Wal-mart, got&nbsp; into the car and began driving.

 Law enforcement officers from the Ogallala Police Department and&nbsp; the Keith County Sheriff’s Office immediately engaged the car and they were able to get the suspect&nbsp; pulled over pulled over in the parking lot of the Holiday Inn Express, directly South of Wal-mart and&nbsp; West of the Scooter’s Coffee location.&nbsp;

At the same time, Nebraska State Patrol arrived and were able to place the individual in&nbsp; handcuffs. The suspect has been identified as Arcenio Jose Fernandez Marquez who has an arrest&nbsp; warrant for homicide from the Richmond Police Department out of Contra Costa County, California.&nbsp;&nbsp;

Mr. Fernandez Marquez is currently being held in the Keith County Jail and it is anticipated&nbsp; that he will be extradited to California.&nbsp;

The two-day tournament features players aged 7-18 as they hit the links. The tournament is considered one of the best in the state from a competitive standpoint, but also for a player playing in their first ever tournament.&nbsp;

North Platte, Neb. - Fireworks officially go on sale this Friday, June 28th in North Platte and the North Platte Police Department&nbsp;wants to remind residents of rules and regulations for discharging fireworks in city limits.&nbsp;

According to the North Platte Police Department, from June 28th - July 3rd, fireworks can be discharged in city limits from 12:00pm - 10:00pm. On the 4th of July, fireworks can be discharged from 8:00am - 11:59pm.&nbsp;&nbsp;

The North Platte Police Department says always watch your children around fireworks, to pick up after yourself when done using fireworks. To report non-emergency or firework violations, North Platte Police says to call 308-535-6789 and that 911 should be ONLY used for emergencies, not firework violations.&nbsp;

One last reminder from the North Platte Police Department is that while Nebraska allows the sale of bottle rockets, bottle rockets are still illegal and cannot be discharged in North Platte city limits.&nbsp;

When Habitat for Humanity's vice president&nbsp;Laurie Vondelage heard about Paws on the Platte's statues, she knew she wanted the playful dog pack in the ReStore showroom.&nbsp; Habitat for Humanity opened ReStore in January 2024 and it is slowly becoming a place people think of for donating used furniture or for purchasing quality household items at a discount price.&nbsp; 

Vice president Vondelage, "asked Paws-itive Partners if we could host the dogs for a while&nbsp;not only for the publicity and foot traffic, they bring to the ReStore but, also, I feel it is important for local nonprofits to develop friendships and bonds.&nbsp; The more we all work together the better things will be.&nbsp; Some people in town still haven't been to the ReStore or simply don't know about it and some of my customers are not familiar with Paws-itive Partners&nbsp;or the Paws on the Platte dogs.&nbsp; This is a chance to develop more friendships and bonds for both of our organizations."

Paws-itive Partners' Paws on the Platte project brings art to the North Platte area.&nbsp; "The dog statues' sponsors and artists have been wonderful and, since the dogs have been touring, the whole community has been supportive, too," said Paws-itive Partners president Jo Mayber.&nbsp; "Having ReStore manager Laurie reach out to host the dog statues is just one example of support we receive," Mayber said.&nbsp; Paws on the Platte dogs are one-of-a-kind art pieces designed and created by area artists.&nbsp; The dogs will eventually be sold at a live auction as a major fundraiser for Paws-itive Partners.&nbsp;&nbsp;

There have been multiple complaints about vehicles not following pilot vehicles in the area. These measures are put in place to keep everyone on the road safe during the construction period.

(Audio) Lake McConaughy Area Outdoor Report for week of June 24th

The Nebraska Game and Parks Commission approved staff recommendations for a 2025 mountain lion hunting season at its June 21 meeting in Ogallala.

For the first time, a hunting season will take place in the Wildcat Hills. A Wildcat Hills Unit was created, joining the existing Pine Ridge Unit and Niobrara Unit as areas that allow mountain lion harvest.

The Wildcat Hills Unit encompasses parts of Scotts Bluff, Morrill, Cheyenne, Garden, Kimball, and Banner counties. The objective for the unit is to provide a harvest opportunity for hunters that will keep the lion population resilient while slightly reducing their numbers.

The eastern boundary of the Niobrara Unit also is moved to U.S. Highway 281.

Game and Parks’ genetic surveys in 2023 estimate there are 70 mountain lions in the Pine Ridge, up from the last estimate of 33 in 2021. Surveys that will allow population estimates for the Niobrara and Wildcat Hills are presently being conducted. Twenty-seven mountain lions were documented in the Niobrara Valley during 2023, and 24 were documented in the Wildcat Hills.

Season 1 in all three units will take place Jan. 2, 2025, through the end of February. The season will end immediately in a unit if the annual harvest limit or female sub-limit is reached. The Pine Ridge limit will be 12 mountain lions with a sub-limit of six females, the Niobrara limit will be four mountain lions with a two female sub-limit, and the Wildcat Hills limit will be three mountain lions with a two female sub-limit.

Up to 960 permits could be issued by lottery in the Pine Ridge Unit, up to 320 permits in the Niobrara Unit, and up to 240 permits in the Wildcat Hills Unit. Permits will be available to residents only. An auxiliary season that allows the use of dogs would be March 15 through the end of March if the annual harvest limit or female sub-limit were not reached during Season 1 in any unit. A number of permits equal to the number of lions remaining in the limit would be issued by lottery to unsuccessful permit holders from that unit who apply for the auxiliary season.

Fisheries staff presented a report on Lake McConaughy and Lake Ogallala. The relative abundance of walleye at Lake Mac still is good. To maintain the fishery, more than 49 million walleye fry and fingerlings were stocked in 2022 and 2023. Alewife, a prey species for walleye, were sampled in July 2023, and it was estimated the baitfish’s population in Lake Mac was 59,868,702. Staff also reported 46% of the smallmouth bass sampled while electrofishing were Master Angler size.

Before the 2023 renovation of Lake Ogallala, sampling of the fishery revealed 67% of the fish by weight were common carp. One rainbow trout was sampled. Following the renovation, 56,113 rainbows were stocked, and the sampling catch rate for trout and yellow perch is 96 times higher than before the renovation.

Parks staff gave a review of Memorial Day weekend at Lake McConaughy SRA, including visitor demographics, and a look ahead to the Fourth of July holiday.

Staff updated commissioners on outreach taking place in west-central Nebraska. That includes programs such as Becoming an Outdoors-Woman, fishing programs for children, and communications through television, newspaper and Nebraskaland Magazine.

To qualify for the permit, an individual must present a military identification card denoting active-duty status and proof of being stationed in a Nebraska military base.</li><li>Allow the director of Game and Parks to authorize the replacement of any Nebraska Resident Disabled American Veteran lifetime permit.</li><li>Update language for state recreation trails, including encroachments on right-of ways.</li><li>Allow the use of Class I electronic bikes in state parks, state historical parks, state recreation areas and state recreation trails on designated trails unless otherwise posted. Class II and Class III e-bikes will be permitted as posted.</li>
 </ul>Commissioners also approved these fisheries regulation changes:<ul>
 <li>The no-live-baitfish restriction for Lake Wanahoo is removed.</li><li>At Two Rivers State Recreation Area Lake No. 5, also known as the trout lake, the time a trout tag is required to fish the lake is shortened by one month. Anglers no longer need to display a trout tag and they may release any caught trout.</li>
 </ul>In addition, commissioners approved:<ul>
 <li>the transfer of approximately 88 acres of land in Hall County adjacent to Mormon Island SRA from the Federal Highway Administration to Game and Parks to become an addition to Mormon Island; and</li><li>the permitting of hunting in some state parks and state historical parks for 2024 seasons.</li>

Imperial, Neb. - Fireworks have officially been on sale for residents in Imperial and the Imperial Police Department wants to remind residents rules and regulations.

Firework sales began on June 24th and will be for sale until the 4th. City Ordinance&nbsp;8-604 states that fireworks from June 24th - June 3rd can be discharged from 8:00am - 10:00pm while fireworks on the 4th of July can be discharged from 8:00am - 11:59pm.&nbsp;

Fireworks will go on sale in the town on Sunday, June 30th and will be on sale until the 4th. The Police Department says fireworks in the city limits can be discharged on June 30th - June 3rd from 8:00am - 10:00pm and on the 4th can be discharged from 8:00am - 11:59pm.

The police department states it's unlawful to&nbsp;discharge fireworks within 300 feet of a fireworks stand, gas station, or any commercial area where flammable materials are stored. It is also unlawful to discharge fireworks in any public park.

Alliance, Ne - Wednesday (June 26, 2024) morning, at 2:24am, Alliance police received a call from James Haller at 101 S. Flack Ave that he had just shot an intruder who had forcibly entered his home. 

The suspect, Jerome Robb, who has a history of burglary was pronounced dead at the scene. Although the investigation is ongoing, evidence on the scene is consistent with the description of events provided by Mr. Haller. 

The deceased was transported for a routine autopsy by authority of the coroner. The case will be reviewed by the district attorney; however no charges have been recommended against Mr. Haller at this time.

(GRAND ISLAND, NEB.)&nbsp;&nbsp;— 58 high school students got the chance to train like a trooper last week at the Nebraska State Patrol Training Academy. The cadets were all part of the 54th&nbsp;Junior Law Academy, which gives high school seniors-to-be a glimpse of what it takes to be a Nebraska State Trooper.

“These cadets worked hard throughout the entire week, taking on some of the same training that our troopers go through,” said Captain Andy Ecklund, NSP Director of Training. “Junior Law gives these students an experience they’ll remember for years to come. These young men and women showed determination to complete the training and the drive necessary to make a difference for our state. We’d love to have them become Nebraska Troopers in a few years.”

Last week, 28 boys and 30 girls graduated from the 54th&nbsp;Junior Law Academy. Several of the cadets received awards for their excellent performances during the week.

Junior Law is an annual program organized by the American Legion Department of Nebraska and hosted by the NSP Training Academy in Grand Island. High school juniors from across the state are eligible to apply for the program. Troopers from around Nebraska come together to teach the cadets and put them through several blocks of training. Several current Nebraska State Troopers are graduates of Junior Law.

Applications for the 55th&nbsp;Junior Law Academy, scheduled for June 2025, will be made available in the coming months at the&nbsp;<a href="http://www.nebraskalegion.net/Programs/JRLaw.html" target="_blank">American Legion website</a>. The academy is open to boys and girls who are preparing for their senior year of high school.

06/25 Ogallala City Council Meeting Agenda

Frontier County - Two are dead following a fatal head-on collision over the weekend in Frontier County, according to officials.

At approximately 12:45 am Saturday, an off-duty Trooper came upon a 2-vehicle collision that had occurred on Highway 83, approximately 6 miles south of Maywood. Additional troopers, Frontier County deputies, and EMS responded.

Preliminary investigation shows that a Ford Explorer, driven by Douglas Horn, 66, of Curtis, was northbound on Highway 83 when it crossed the center line and struck a southbound Mazda 6, driven by Jenna Cox, 24, of Hastings. Both drivers were pronounced deceased at the scene. The crash remains under investigation.
