PUBLIC HEARINGSA public hearing was conducted at 6:30 p.m. (CDT) Wednesday, Sept. 25, 2024, in Room 200 of the W.W. Wood Building on the North Platte Community College North Campus, 1101 Halligan Drive, North Platte, Neb., prior to the regularly scheduled Mid-Plains Community College Board of Governors meeting.

The purpose was to hear support, opposition, criticism, suggestions or observations of taxpayers relating to setting the final 2024 property tax requirement at an amount greater than the 2023 property tax requirement.

No one spoke for or against the proposal. The hearing was adjourned at 6:36 p.m.

Immediately following the close of the first public hearing, the Board conducted a second public hearing at 6:37 p.m. to hear support, opposition, criticism, suggestions or observations of taxpayers relating to the adoption of the Mid-Plains Community College 2024-25 budget.

No one spoke for or against the proposal. The hearing was adjourned at 6:40 p.m.

1. CALL TO ORDER/ROLL CALLThe Mid-Plains Community College Board of Governors met for its regularly scheduled meeting at 6:40p.m. (CDT) Wednesday, September 25, 2024, in Room 200 of W.W. Wood on the North Platte Community College - North Campus, 1101 Halligan Drive, North Platte, Neb.

Board chair Cynthia Duncan started the meeting with a roll call. In addition to Duncan, those present were MPCC President Ryan Purdy and Board members: Matthew Broz, Kirk Crawley, Ted Klug Jr., Ben Lashley, Kent Miller, Ernie Mehl, Tyler Pribbeno and Tricia Schaffer. Board members Jo Etta Brown and Kim Korgan were absent and excused.

NPCC student trustee Jaelyn Dicke and MCC student trustee Kendree Kern were also present.

2. OPEN FORUM (Comments from students, faculty, staff, public and Board)

  1. NPCC student trustee Jaelyn Dicke reported on activities in North Platte, and MCC student trustee Kendree Kern provided an update on happenings in McCook.
  2. English Instructor Jessie Lovett gave an update on her department.
  3. New NPCC Men’s Basketball coach Jacob Brandl was introduced to the board.
  4. New NPCC Women’s Softball coach Mark Franzen was introduced to the board.
  5. Gail Knott, Dean of Outreach & Training, updated the board on the NACCE funding for the Ratcliffe Pitch for the Skilled Trades Competition 2024 that she and Ogallala Campus Administrator Mary Pierce will participate in next month.
  6. The NPCC international students were introduced to the board.
  7. The NPCC RA/RLAs were introduced to the board.
  8. The NPCC volleyball team was introduced to the board.

3. CONSENT ITEMS. On a single consent motion, the board approved:

a. Minutes from August 21st Board Work Session & Regular Meeting

b. The preliminary Financial Report for August

c. The Mid-Plains Faculty Association (MPFA) negotiating team

4. ACTIONS REQUIRED BY LAW

  1. The Board approved the use of property taxes to fund the 2024-2025 budget in the amount of $5,061,615.
  2. The Board approved the adoption of the 2024-2025 budget with expenses and transfers for all funds totaling $61,984,583.
  3. The Board approved one percent increase of the base limitation, carrying forward to 2025-2026 the unused budget authority of $18,111,847.43 from 2024-2025 and preceding fiscal years.
  4. The Board approved bills for August in the amount of $1,561,607.78.
  5. The Board approved a three-year agreement with Microsoft for licensing for software use in the amount of $57,799.80 per year for a total contract price of $173.399.40.

5. REPORTS

a.    Cabinet Reports: The Board heard reports from MPCC President Ryan Purdy,

Vice President of Academic Affairs and NPCC Dr. Jody Tomanek, Vice President of Student Affairs and MCC Kelly Rippen and Vice President of Administrative Services Mike Steele.

6. ADJOURNMENT

Upon hearing no further business, the Board moved to adjourn at 7:47 p.m. The next Board meeting is scheduled for 6:30 p.m. Oct. 23 in McCook.
