KEARNEY – Dutch painter Vincent van Gogh is credited with saying, “If you truly love nature, you will find beauty everywhere.”

Amanda Francescato feels the same way about art.

“Art is all around us,” she says. “You get to look at it every day, and I think it’s something important that kids need in school. It allows students to express themselves and problem solve without even realizing it. They get to be creative, and that’s the best part of it all.”

For Francescato, art has always been both fun and therapeutic. When she’s drawing or painting, she forgets about everything else. It’s a way to relax while also feeling a sense of accomplishment.

“When I get bored, I paint. When I feel stressed, I paint. It just keeps my mind off other things,” she said.

Although art had long been a hobby, the benefits became more clear to her during high school. With support and encouragement from Hershey Public Schools art teacher Brittney Stenger, she started viewing it as a potential career.

“I wasn’t really sure if I wanted to go to college at first, but she really inspired me,” Francescato said. “I thought teaching was the coolest job ever. You get to hang out with kids and you get to teach them and watch them grow.”

After high school, Francescato enrolled at the University of Nebraska at Kearney, where she continued to pursue this professional goal.

As an&nbsp;<a href="https://www.unk.edu/academics/art/index.php">art education major and photography minor</a>, Francescato benefited from the smaller class sizes, personalized instruction and one-on-one interactions with faculty members.

“That’s something I enjoy a lot, being in a smaller classroom, because I feel like I learn better that way,” she said. “The professors were always really helpful. If you have a question, they’re on top of it. They help you overcome any obstacles that you may face.”

Along with the UNK faculty, Francescato was able to learn from teachers and school administrators currently working in the field. These professionals came to campus to meet with UNK students, and Lopers went to their classrooms for field experiences.

Francescato had the opportunity to observe teachers and lead lessons at Kenwood Elementary School in Kearney and Holdrege Middle School, giving her valuable knowledge and skills. This helped prepare her for a semester of student teaching at Wallace Public School.

Working alongside cooperating teacher Melissa Nelms, Francescato got to do a little bit of everything at the small district located about 30 miles south of her hometown.

“She basically handed the classroom over to me,” said Francescato, who taught pre-kindergarten through 12th grade.

“I definitely gained a lot of confidence,” she added. “There’s always this thought in the back of your mind, ‘Can I actually teach this many kids in one room? Can I control it?’ But it gave me the confidence that, yeah, I can do this. I know my stuff. And they want to learn from me. They loved having me there, and I think that helped me grow as an educator.”

Francescato enjoyed watching her students make the same progress. For instance, she challenged a high school class to create watercolor landscapes, a project they were slow to embrace.

“They kind of hated me for it,” she said with a laugh.

However, Francescato walked them through the process and used some of her own artwork as examples. In the end, one of the student-created pieces was selected as the main design for the school’s new Art Club sweatshirts.

“I thought that was kind of neat,” Francescato said. “I taught a lesson that they put on a sweatshirt for everyone to see.”

In addition to her classroom duties, Francescato helped the Art Club repaint a mural at the local veterans memorial, assisted at a Family Art Night and volunteered at fundraisers for the art department, junior class and Quiz Bowl team.

Nelms called her a “very dedicated” teacher who’s not afraid to go above and beyond to support students.

“Amanda brought a very positive attitude and new, enriching lessons to the classroom,” Nelms said. “She created a great rapport with students and was able to communicate with them at an effective level. She did great as a student teacher and her future in the teaching profession is promising. Any school district would be very lucky to have her be part of their team.”

Francescato received a Bachelor of Arts in Education during Friday’s winter commencement ceremony, making her the first member of her family to earn a four-year degree. Fittingly, she wore a dress covered in drawings from young Wallace Public School art students and a cap that read, “Time to Gogh Teach.”

“It’s been fun,” Francescato said of her time at UNK. “It was definitely a learning experience. It got me out of my comfort zone, and I really enjoy being in environments that allow me to grow and learn.”

Francescato plans to substitute teach this spring before starting a full-time position.

“I hope I can show students that art is fun and prove that they can do whatever they put their mind to,” she said.

DECEMBER 18, 2023 (LINCOLN, NEB.)&nbsp;&nbsp;— As the holiday season rolls on, troopers with the Nebraska State Patrol are working to keep roadways safe across the state. Troopers arrested seven impaired drivers during the first weekend of the national&nbsp;Drive Sober or Get Pulled Over&nbsp;campaign.

During the campaign, which began Friday and runs through January 1, troopers, deputies, and officers from law enforcement agencies across the country will be on patrol to remove impaired drivers from the road. The&nbsp;Drive Sober or Get Pulled Over&nbsp;campaign is a national mobilization coordinated by the National Highway Traffic Safety Administration (NHTSA).

During the first weekend of the campaign, troopers removed seven impaired drivers from the road, cited 26 drivers for speeding at over 90 miles per hour, and performed 61 motorist assists. So far in 2023, troopers have made 1,134 arrests for driving under the influence.

As the campaign continues, troopers and dispatchers will be working overtime, performing high-visibility patrols across the state. This effort is made possible thanks in part to grant funding from the Nebraska Department of Transportation – Highway Safety Office.

Ricketts Announces United States Military Service Academy Nominations, includes Arthur and Ogallala Seniors

Southwest Nebraska Public Health District

Health departments are tasked with several essential elements in carrying out core functions. Some of these elements include monitoring the health of their jurisdictions to identify community health problems, educating and empowering people about health issues, and mobilizing community partners to identify and solve health problems. Over the last year Southwest Nebraska Public Health Department (SWNPHD) has taken several steps to carry out these core functions.

In February we started a Community Health Assessment (CHA) process, which sought to gather data about the health and well-being of our communities. Several partners joined this process including hospitals, special and minority populations, and Board of Health members, as well as a survey sent throughout the district to gather the community’s perspective about their health status, including disease, environmental conditions, and social determinants. A data specialist was used to collect additional demographic and health facts, which then allowed us to compare our condition to that of the entire state. Both the key findings and the full report can be found on our website at www.swhealth.ne.gov/aboutus/chip.

Also found on our website is our Community Health Improvement Plan (CHIP). Several workshops were held with partners to review and discuss the assessment data gathered throughout the CHA process. From these workshops three priority areas were determined: Physical Activity, Heart Disease, and Cancer. SWNPHD will initiate activities and collaborate with other agencies in an effort to decrease the rates and prevalence of these diseases.

SWNPHD appreciates the many partners and community members who work with us to achieve better health for southwest Nebraska. There are many opportunities to participate in improving health, like joining a walking program, learning about community improvement workgroups, or sharing feedback in health assessments and surveys.

Several partners joined this process including hospitals, special and minority populations, and Board of Health members, as well as a survey sent throughout the district to gather the community’s perspective about their health status, including disease, environmental conditions, and social determinants. A data specialist was used to collect additional demographic and health facts, which then allowed us to compare our condition to that of the entire state. Several workshops were held with partners to review and discuss the assessment data gathered throughout the CHA process. From these workshops three priority areas were determined: Physical Activity, Heart Disease, and Cancer. The North Platte Public Schools Foundation has a new scholarship offering for the graduating class of 2024. The Kathy &amp; Riley Mathieu STEM Scholarship is for a North Platte High senior looking to pursue a degree in a STEM field.&nbsp;

Kathy Mathieu has spent all of her time in the North Platte Public Schools system. From elementary&nbsp;at Osgood, middle school at Adams and graduating from North Platte Public High School in 2018. During her time, she was a three sport varsity&nbsp;letter winner (Cross Country, Basketball, and Track and Field) and an employee of the esteemed North Platte Kids Klub Program. Kathy pursued her Bachelor's&nbsp;Degree at South Dakota School of Mines and Technology. 

In college Kathy continued her track career for the entire five years she attended school there. She met her husband, Riley, who is a Software Engineer. And eventually graduating in May 2023 with a Bachelor’s&nbsp;of Science in Mechanical Engineering with a minor in Systems Engineering. Kathy is now working full time for CNHi (Case New Holland Industries) as a Combine Design Engineer, in New Holland, Pennsylvania.

Kathy and her husband knew as soon as they were able, they wanted to pay it forward. College was something only made possible for Kathy with the help of the scholarships from the North Platte Public Schools Foundation. She remarks that college gave her people, memories, and knowledge that changed her life. Without those scholarships none of it would have been made possible, and if she can help add another STEM specialist to the world, it would be all worth it.&nbsp;

LINCOLN — The state is studying the feasibility of a wildlife crossing spanning a western Nebraska highway after nearly 20 vehicle collisions in recent years with bighorn sheep.

The Nebraska Department of Transportation and the State Game and Parks Commission were recently awarded $400,000 to study ways to reduce vehicle-sheep collisions on the four-lane Heartland Expressway, as it crosses the Wildcat Hills area of Nebraska’s Panhandle.

Between 2009 and 2023, that stretch of Nebraska Highway 71 has had 18 collisions between motorists and bighorn sheep.

Bighorn sheep — which the Game Commission has reintroduced into Nebraska — regularly cross that highway near the entrance to the Wildlife Estates housing area, according to Todd Nordeen, the commission’s big game research and disease program manager.

Nordeen said traffic is expected to increase as the Heartland Expressway is developed further, increasing the risk of crashes and bighorn sheep fatalities.

The study will help determine whether there’s a need for a wildlife crossing, either an underpass tunnel or an overpass, what the cost would be and other possible mitigation strategies.

A wildlife crossing would be a first of its kind in Nebraska, though such overpasses and tunnels have been used successfully in other states, including Colorado, California, North Dakota and Arizona. Grant money would be sought for such a crossing, if recommended, and for other solutions, officials said.

The state has taken steps to mitigate vehicle-wildlife crashes in the past.

In 2011, eight-foot-tall fences were installed, at a cost of $1.4 million, along Interstate 80 in the vicinity of Mahoney State Park and the Platte River to reduce collisions with deer along that forested segment of freeway. The fencing reduced collisions by 85%<a target="_blank" href="https://journalstar.com/news/local/study-i-80-deer-fence-doing-its-job/article_ad228d96-a5cf-52bc-a587-e273c4f0bf4f.html#:~:text=Eight%2Dfoot%2Dhigh%20electric%20and,expansion%20between%20Lincoln%20and%20Omaha.">, the Lincoln Journal-Star reported.</a>

In 2001, fencing was installed in Nebraska’s Sandhills, south of Valentine, to direct Blanding’s turtles into culverts running under U.S. Highway 83.&nbsp;<a target="_blank" href="https://westerntransportationinstitute.org/research_projects/evaluating-measures-to-minimize-blandings-turtle-road-mortality-along-nebraska-highways/">An analysis in 2017</a>&nbsp;found that turtle mortality in the fenced areas had decreased 66%.

The latest grant will also be used purchase 10 new radio tracking collars for bighorn sheep to follow their movements. That will help determine whether a wildlife crossing would successfully connect the sheep to rocky habitat on both sides of the highway and reduce collisions, officials said.

“NDOT is committed to reducing all crashes on the highway system,” said Doug Hoevet, a district engineer with the highway department.

The federal grant for Nebraska is part of&nbsp;$110 million in grants recently announced for 19 wildlife crossing pilot projects. They include a possible highway overpass for grizzly bears in Montana, statewide plans to reduce crashes with wildlife in Missouri and South Dakota, and a study of how to reduce collisions involving mule deer and elk on a stretch of highway in New Mexico.

There are more than 1 million wildlife-vehicle collisions each year in the United States, according to the National Wildlife Federation, which is assisting in some of the wildlife crossing projects.

The funding comes from the federal infrastructure law introduced by&nbsp;the Biden administration. The law makes $350 million available to states over a five-year period for such highway safety projects.

LINCOLN — Six new troopers were sworn in on Friday — which is said to be the smallest graduating class ever for the Nebraska State Patrol, though a patrol official expressed hope that recruiting will turn around.

Col. John Bolduc, superintendent of the Patrol, said a new recruit class of 17 will begin training in January.

“We hope that begins a new trend,” Bolduc said. “We don’t think this (six new troopers) will be the standard, this will be a one off.”

Interest in law enforcement as a career has slumped nationally in recent years, in part due to the negative publicity following cases like the police-custody death of George Floyd in Minneapolis in 2020, and in part due to the demands of the job. The labor market is also tight.

Young people seek more flexible hours and guaranteed time off, according to&nbsp;<a target="_blank" href="https://www.theiacp.org/sites/default/files/239416_IACP_RecruitmentBR_HR_0.pdf">a report by the International Association of Chiefs of Police.</a>

“Mandated overtime and missing holidays with family are less appealing to Millennials and members of Generation Z,” concluded the report, entitled “A Crisis for Law Enforcement.”

Retirements and resignations are outpacing the number of new recruits, according to a&nbsp;<a target="_blank" href="https://www.themarshallproject.org/2023/01/21/police-hiring-government-jobs-decline">report by The Marshall Project</a>. It cited government figures indicating that the number of local law enforcement employees had declined by 4% from March 2020 to August 2022 and that government workers as a whole decreased by 5%.

“This is a national trend,” Bolduc said. “We’re thankful for their willingness to step up and serve.”

The State Patrol, according to its annual report filed earlier this month, added 16 new recruits earlier in 2023.

But even with the six new troopers who began work Friday, the state law enforcement agency has 68 vacancies in its authorized strength of 482 sworn positions, which is&nbsp;<a href="https://nebraskaexaminer.com/2023/02/21/state-patrol-seeks-some-more-recruits-as-it-addresses-shortage-of-troopers/">one less vacancy than in February ,when staffing was described as&nbsp;</a>the worst ever.

Eleven recruits began training this fall, but only six graduated Friday.

Bolduc said that was a higher-than-normal washout rate and said recruit classes typically lose only only a couple of candidates to injuries or other factors.

“Sometimes, people get into the process and decide this isn’t for me. And that happens,” he said.

The state has increased trooper paychecks —<a href="https://nebraskaexaminer.com/2022/12/21/nebraska-state-troopers-to-get-22-raises-under-historic-new-labor-contract/">&nbsp;a record 22% increase in trooper salaries</a>&nbsp;was effective July 1 — but the hike came as other, competing law enforcement agencies also upped their pay.

Bolduc told the new troopers they will see “the good, bad and the ugly” of society, but also will reap the rewards of serving the public and making a difference.

Friday’s graduation ceremony in the State Capitol Rotunda also included speeches from Gov. Jim Pillen and Attorney General Mike Hilgers. Secretary of State Bob Evnen administered the oath of office. The hour-long ceremony ended with the bagpipe-and-drum corps of the Douglas County Sheriff’s Office marching out with the new troopers.

They are: Elizabeth Forbes of Fullerton, whose duty station will be Nebraska City;&nbsp;Braden Heidbrink of Lincoln, to duty in Beatrice;&nbsp;Spencer Kort of Schuyler, to Beatrice; Chad Reutlinger of Lexington, where he will be stationed; Marco Vera Chavez of Ord, to Alliance; and&nbsp;Rylan Weaver of Wakefield, to Omaha.

John Bolduc, superintendent of the Patrol, said a new recruit class of 17 will begin training in January.“We hope that begins a new trend,” Bolduc said. “We don’t think this (six new troopers) will be the standard, this will be a one off.”Interest in law enforcement as a career has slumped nationally in recent years, in part due to the negative publicity following cases like the police-custody death of George Floyd in Minneapolis in 2020, and in part due to the demands of the job. The labor market is also tight.Young people seek more flexible hours and guaranteed time off, according to&nbsp;<a target="_blank" href="https://www.theiacp.org/sites/default/files/239416_IACP_RecruitmentBR_HR_0.pdf">a report by the International Association of Chiefs of Police.</a>“Mandated overtime and missing holidays with family are less appealing to Millennials and members of Generation Z,” concluded the report, entitled “A Crisis for Law Enforcement.”Retirements and resignations are outpacing the number of new recruits, according to a&nbsp;<a target="_blank" href="https://www.themarshallproject.org/2023/01/21/police-hiring-government-jobs-decline">report by The Marshall Project</a>. It cited government figures indicating that the number of local law enforcement employees had declined by 4% from March 2020 to August 2022 and that government workers as a whole decreased by 5%.<h2>A national trend</h2>“This is a national trend,” Bolduc said. “We’re thankful for their willingness to step up and serve.”The State Patrol, according to its annual report filed earlier this month, added 16 new recruits earlier in 2023.But even with the six new troopers who began work Friday, the state law enforcement agency has 68 vacancies in its authorized strength of 482 sworn positions, which is&nbsp;<a href="https://nebraskaexaminer.com/2023/02/21/state-patrol-seeks-some-more-recruits-as-it-addresses-shortage-of-troopers/">one less vacancy than in February ,when staffing was described as&nbsp;</a>the worst ever.Eleven recruits began training this fall, but only six graduated Friday.Bolduc said that was a higher-than-normal washout rate and said recruit classes typically lose only only a couple of candidates to injuries or other factors.<h2>Some decide ‘this isn’t for me’</h2>“Sometimes, people get into the process and decide this isn’t for me. During last week's rings, the Habitat for Humanity and the North Platte Rotary Club had match days and both days ended up being a very successful day for the organizations to match. The Salvation Army is looking for immediate volunteers to fill in hours at the kettle locations in North Platte. Serve your neighbor! Serve your community! Serve your country! North Platte Area RSVP is doing just that for the past 50 years! Volunteers of all ages are making quite an impact! Volunteers provide service to local non-profit organizations such as the RSVP Literacy Program, Grace Ministries Food Pantry, Habitat for Humanity and American Red Cross, just to name a few.

In the past 50 years, RSVP volunteers have reported a total of 4,316,101 hours of volunteer service to meet community needs. 4,316,101 hours is valued at $137,252,011.80 in volunteer support and manpower needed to make our community the unique and wonderful place it is today!

Currently there are 595 enrolled volunteers. In the past 12 months volunteers have served a total of 70,272 hours.

On December 3rd, 2023 at the North Platte Area RSVP Volunteer Recognition Event six volunteers were recognized for serving the most volunteer hours during a twelve month period (from October 1st, 2022-September 30th, 2023). The three ladies recognized for serving the most hours were Julie Wiezorek (1,688 ½ hours), Alma Bullington (1,578 ½ hours) &amp; Mary Lou Derman (1,117 hours). The three men recognized for serving the most hours were Chuck Scripter (1,854 1/2 hours), Pat Wiezorek (1,389 hours) and Dan Ridgway (1,046 hours).&nbsp;

Volunteers were also recognized for their Years of Service. Volunteers who reached a milestone year (5, 10, 15, 20, 25 and 30) are as follows:

North Platte, Neb.&nbsp;- Mid-Plains Community College nursing students prepare to deliver gifts to 50 health care residents at Centennial Park Wednesday.

The students created Christmas tree ornaments and also purchased gifts for the residents they worked with this semester as part of their clinical rotations.

Funds for the gifts were provided by the college’s chapters of the Nebraska State Student Nurses Association and the Licensed Practical Nurse Association of Nebraska.

MPCC nursing students deliver gifts to Centennial Park

Union Pacific Corporation (NYSE: UNP) announced the appointment of John Tien to its board of directors, effective immediately.

Tien most recently served as deputy secretary of the Department of Homeland Security (DHS), the first Asian American to ever hold the position, from 2021 until his retirement in July 2023. During his tenure, Tien served as the department’s chief operating officer, responsible for operations, technology, budget, personnel, risk management, customer service and facilities and infrastructure. He oversaw a multi-billion-dollar budget, facilities in all 50 states and more than 3,000 personnel stationed overseas in more than 75 countries. Upon his retirement, Tien received the department’s highest honor bestowed on a civilian, the DHS Distinguished Public Service Medal.

Tien has held leadership roles throughout his career, dating back to when he joined the U.S. Military Academy at West Point, becoming the first Asian American to serve as First Captain and brigade commander, the school’s top-ranked cadet position. He served three combat tours in Iraq and received the Bronze Star Medal with one oak leaf cluster, the Combat Action Badge and the Valorous Unit Award.

Tien later served as National Security Council (NSC) Director for Iraq counterinsurgency operations in the Bush Administration and as the NSC Senior Director for Afghanistan and Pakistan in the Obama Administration. In the latter role, he represented President Obama with several countries and multilateral organizations, including the North Atlantic Treaty Organization (NATO). He retired following 24 years of service as a U.S. Army combat arms officer, achieving the rank of Colonel.

Tien joined Citigroup and spent 10 years serving in senior executive roles, including chief administrative officer and chief of staff for Citi’s Global Consumer Operations and Technology organization, chief operating officer and chief technology officer for Macy’s private label and co-brand credit card portfolio for Citi Retail Services, and head of business and process re-engineering transformation for Citigroup’s entire U.S. Consumer Bank.

Post News Director Canon Rath chatted with Haven Smith, Executive Director from the Mid-Plains United Way and the pair discussed about the upcoming Holiday Café fundraiser event the united way is doing at the Holiday Craft Fair and Vendor Show this weekend and ways to help donate.&nbsp;

NORTH PLATTE - The Mid-Plains United Way is providing a Holiday Cafe at the Holiday Craft Fair and Vendor Show that is going on this Saturday and Sunday at the D&amp;N Event Center in North Platte. Instead of a traditional concession stand of nachos, hot dogs, etc, this year, the united way will offer a Holiday Cafe with different breakfast and lunch menu items and beverages. The craft fair and vendor show runs Saturday from 10:00am-4:00pm and Sunday from 10:00am-3:00pm.&nbsp;&nbsp;

The holidays can be a stressful time to donate, Smith talks about how you can take part in the community. Smith also talks about what is the best way of donating to the united way. If you would like to learn more, check out the podcast above.&nbsp;
