HERSHEY, Neb. — The Hershey Public Schools Board of Education has once again been recognized among the top governing bodies in Nebraska. At the Nebraska Association of School Boards (NASB) Area Membership Meeting in North Platte on Sept. 3, the Board received the NASB Board of Excellence Award for the 2024–2025 school year.

Hershey was one of only 14 boards statewide to earn the award this year. Even more impressive, the district has now received the honor seven consecutive years, every year since 2018–2019 — a distinction achieved by only a handful of school boards across the state.

The NASB Board of Excellence Award is designed to highlight boards that go above and beyond in leadership, learning, and advocacy. To qualify, members must complete professional development, hold a goal-planning retreat to strengthen governance, and participate in the NASB Delegate Assembly, which shapes statewide education policy.

“Earning this award once is a significant accomplishment — earning it seven years in a row demonstrates a remarkable commitment to strong governance and student success,” NASB officials noted.

Hershey Board of Education Earns Seventh Straight “Board of Excellence Award”

Dickinson, N.D. – The Mid-Plains Community College men’s and women’s rodeo teams dominated the competition this past weekend at the Blue Hawk Stampede Rodeo, hosted by Dickinson State University. Both teams brought home team titles, with the men earning 1,245 points and the women securing the crown with 300 points.

On the men’s side, Kahiwa Augustiro stole the spotlight as the all-around champion, capturing first place in team roping with teammate Jace Richter and adding third-place finishes in bareback and bull riding. Richter also claimed second in tie-down roping, while Jackson Lunn took the gold buckle in bareback riding with a total of 150 points.

Other standout performances included Koy McAllister, who finished second in saddle bronc and eighth in steer wrestling, and Matt Miller, who earned the gold buckle in tie-down roping, rounding out a strong showing for the men’s team.

The women’s team also shined, with Laynee Ohm earning the reserve all-around title thanks to third-place finishes in goat tying and breakaway roping. Teammates Bailey Barker and Samantha Gerlach contributed important points with sixth-place finishes in breakaway roping and barrel racing, respectively.

The MPCC Rodeo Teams will return to the arena for the Mystic Stampede at the Dale Pahlke Arena in Mandan, N.D., Oct. 3-4, aiming to continue their winning streak.

MPCC Rodeo Teams Sweep Blue Hawk Stampede Titles

Ogallala, NE&nbsp;– Western Resources Group (WRG) is excited to announce the implementation of&nbsp;Recycle Across America® standardized labels&nbsp;on all recycling bins owned by WRG throughout its facility and community collection points. The process will begin in&nbsp;October&nbsp;and is expected to take a couple of months to be fully completed.

The updated labels are designed to&nbsp;reduce contamination in recycling bins&nbsp;by clearly showing what materials are accepted in each bin. Each label includes images of accepted materials and features&nbsp;both English and Spanish translations&nbsp;to ensure accessibility for a diverse range of users.

“These standardized labels are recognized nationwide,” said Jenn Kugler, WRG Public Education Director. “As a tourist community, we often have visitors from out of town. The consistency of these labels will make it easier for everyone—locals and visitors alike—to understand what goes where.”

The purchase of the labels was made possible through&nbsp;grant funding provided by the Nebraska Recycling Council in partnership with the Nebraska Environmental Trust, and community giving from the Keith County Big Give in June.

WRG encourages all community members to pay close attention to the new labels as they appear over the coming weeks. By following the updated guidance, residents can help reduce contamination, increase recycling efficiency, and support a cleaner environment for the region.

The Recycling Equipment Grant from the Nebraska Recycling Council is one of 50 grant projects in 2024 distributing $20,452,886 in grant awards by the Nebraska Environmental Trust. The Nebraska Legislature created the Nebraska Environmental Trust in 1992. Using revenue from the Nebraska Lottery, the Trust has provided over $328 million in grants to over 2,300 projects across the state. The Nebraska Recycling Council is a nonprofit, membership organization of public and private organizations, as well as individuals, and has been a recycling advocate for Nebraska since 1980.

LINCOLN, NE&nbsp;– Surrounded by students, staff, parents and members of Nebraska’s congressional delegation, Governor Jim Pillen signed an executive order at St. Teresa Catholic School in Lincoln, indicating the state’s intent to opt into the Federal Scholarship Tax Credit. Signed into law by President Donald Trump this summer as part of the One Big Beautiful Bill, this program paves the way for new school choice opportunities beginning in 2027.

“This program is a game-changer for Nebraska students and their families, generating funds that will help send students to the school of their choice,” said Gov. Pillen. “When it comes to educating our kids, we need to ensure that every student is in an environment that allows them to succeed. This program provides that opportunity, and I’m pleased to say that Nebraska will take part.”

The Federal Scholarship Tax Credit allows individual taxpayers to direct up to $1,700 to a qualified scholarship granting organization (SGO) in exchange for a 100% dollar-for-dollar credit on their federal income taxes. SGO’s will send donated funds to families to be used for eligible K-12 education expenses, including costs associated with attending private school. SGO’s can retain up to 10 percent of the donations for administrative costs.

“Through this program, up to 90 percent of K-12 Nebraska students in any educational setting could qualify for scholarships for high-quality resources,” said U.S. Rep. &nbsp;Adrian Smith, member of the Ways and Means Committee. &nbsp;

“Our students are our future, and I championed inclusion of this legislation in the Working Families Tax Cut package to empower parents with greater educational opportunity for their children. Thanks to Governor Pillen’s intention to opt-in to the program, Nebraska families can benefit from potentially billions of donated dollars leveraged by this program,” he added.

“Whether it’s a public school, private school, home school, or a hybrid of these options, parents have a right to direct the upbringing and education of their kids. The Working Families Tax Cut bill, which I supported earlier this year, included the first major nationwide school choice program,” added U.S. Rep. Mike Flood. “Thanks to Congressman Smith for championing this measure over the years and to Governor Pillen for opting our state in so Nebraskans can access more educational opportunities for their kids.”&nbsp;

Opting in is just one requirement of the program. In addition, participating students must be eligible to attend a public school, and families must earn no more than 300 percent of their area median income (AMI). The U.S. Department of the Treasury is expected to provide additional regulation around the program moving forward. &nbsp;&nbsp;

Sarah Schinstock grew up in Lincoln, attending St. Mary’s School. Of her seven children, six attend St. Teresa Catholic School. Her oldest daughter, who is disabled, attends public school. Schinstock said sending her kids to a faith-based school was an important choice for her and her husband, but it would not have been possible without scholarship assistance.

“Opting in to the federal school choice program will help us tremendously. It will provide more lasting scholarship money to aid us with tuition. Now, we will be empowered with the help we need to make the best educational decisions for our children.”

Nebraska remains one of two states with no formal school choice program. In 2023, the Nebraska Legislature passed LB753, the Opportunity Scholarships Act, which created a tax credit program for donations made to SGOs. In 2024, that legislation was repealed by lawmakers and replaced with LB1402, which created a state-appropriated $10 million program managed through the State Treasurer’s Office, to direct funds to private school scholarships for low-income, special needs and other students. Later that same year, voters repealed the law following a heavily funded national and state-run effort to put the issue on the ballot. &nbsp;

“The teachers union has tried at every turn to thwart the efforts of our lawmakers to deliver any measurable support for school choice at the state level. And ultimately, that cost has come at the expense of our most vulnerable students,” said Gov. Pillen. “This federal program marks a significant step forward in providing them with that educational freedom, at no cost to the state.”

Gov. Pillen said his administration will work with school choice advocates to produce a list of qualified SGOs for the Treasury Department to consider, prior to January 1, 2027.

“I’m very grateful to Nebraska’s federal congressional delegation for passing the One Big Beautiful Bill and to Rep. Smith in particular, for his specific advocacy through the Ways and Means Committee,” said Gov. Pillen.

LEXINGTON, Neb. — Two Connecticut residents are facing major drug charges in Dawson County after a Nebraska State Patrol trooper discovered more than two pounds of heroin during a traffic stop on Interstate 80.

Court records show Maribel Medina-DeQuinonez, 56, and Jose Cabrera-Mendez, 35, both of Bridgeport, Conn., were arrested Monday, Sept. 22, about three miles east of Lexington. A state trooper reported pulling over their eastbound 2020 Toyota C-HR XLE for following too closely. According to an arrest affidavit, Medina-DeQuinonez appeared nervous during the encounter, prompting the trooper to request a search of the vehicle.

The pair consented, and the search revealed what was initially described as a “kilo brick” under the rear seat. The substance field tested positive for heroin and was later weighed at 2.3 pounds, or just over 1,000 grams. Both were taken into custody and booked into the Dawson County Jail.

On Tuesday, Medina-DeQuinonez and Cabrera-Mendez appeared in Dawson County Court, where they were arraigned on charges of possession of 140 grams or more of heroin with intent to distribute and failure to affix a drug tax stamp. County Judge Jeffrey Wightman set bonds for each at 10% of $1 million. Both were appointed attorneys, and preliminary hearings are scheduled for Oct. 2 at 11 a.m.

Under Nebraska law, possession of 140 grams or more of heroin is a Class IB felony, carrying a potential sentence of 20 years to life in prison. The “no drug tax stamp” charge is a Class IV felony, punishable by up to two years in prison.

Prosecutors could also refer the case for federal review, as heroin trafficking across state lines often falls under federal jurisdiction. For now, both defendants remain in custody as the case moves forward in Dawson County Court.

Trooper discovers more than two pounds of heroin during I-80 stop near Lexington

IMPERIAL, Neb. — After years of planning and community input, Imperial’s City Square Renovation project is officially underway. Crews will soon begin preparing the exterior grounds of the City Office and the Lied Imperial Public Library for the first phase of construction.

The project aims to transform the currently underutilized outdoor space into a vibrant hub for residents and visitors. Planned features include a new gazebo, designed to host performances such as Smokin’ on Broadway, outdoor weddings, and family gatherings, as well as comfortable shaded seating areas and permanent restroom facilities.

Imperial will also become one of the first rural towns in the United States to install the Lappset Memo, an interactive play piece that provides a new way for people of all ages to engage and play. Residents can preview the feature online at <a href="https://www.youtube.com/watch?v=VvcbQoUUkJY">YouTube</a>.

City officials say regular operations will continue during construction, though temporary disruptions may occur. Updates on progress and illustrations of the planned layout are available on the city’s website at <a href="https://www.imperial-ne.com/citysquare">www.imperial-ne.com/citysquare</a>.

While not all ideas from the original Feasibility Study will be included in the final plans, officials are inviting residents to share suggestions for additional features or uses for the space by contacting the City Office.

“This renovation represents an exciting opportunity to create a community gathering space that brings people together, supports local events, and enhances Imperial’s downtown area,” city officials said in a statement.

Construction on City Square marks a significant step in revitalizing the area and providing a versatile, welcoming space for generations of residents and visitors to enjoy.

LINCOLN, Neb. — The Nebraska Farm Bureau Foundation has awarded 22 teachers with funds to support agricultural education and FFA programs across the state.

The awards, known as the Dr. Allen G. and Kay L. Blezek Teacher Retention Awards, aim to help keep early-career agricultural education teachers in Nebraska classrooms. Recipients are all within their first five years of teaching and are eligible for increasing awards as their impact grows in the classroom, in FFA chapters, and within their communities.

“The Dr. Allen G. and Kay L. Blezek Teacher Retention Award is an investment in the future of Nebraska agriculture,” said Megahn Schafer, executive director of the Nebraska Farm Bureau Foundation. “We are very proud to support these teachers as they get established in their classrooms and communities. Since agriculture is Nebraska’s leading industry, we know that investing in agricultural education and its teachers will continue to produce returns for years to come.”

The award, a long-standing program of the Nebraska Farm Bureau Foundation, was renamed in recognition of an estate gift from Dr. Allen Blezek. Dr. Blezek was an agricultural education teacher, the first director of the Nebraska LEAD program, and a founding member of the Nebraska Farm Bureau Foundation board of directors.

Nebraska Farm Bureau Foundation Honors 22 Agricultural Education Teachers

NORTH PLATTE, Neb. — The Mid-Plains Community College Board of Governors approved the 2025-26 budget Wednesday during a meeting on the North Platte campus while also receiving updates on student life, faculty, and campus initiatives.

The meeting began with public hearings on setting the 2025 property tax requirement and adopting the college’s budget. No members of the public spoke during either hearing. MPCC President Ryan Purdy described the hearings as “pretty uneventful,” noting that most funding now comes from the state-funded Future Fund rather than property taxes.

“Our levy for the second year, our maximum, is $0.02,” Purdy said. “The board elected to stay with the $0.02 capital levy, which has been in place for about the last 10 years. That’s the funding we’re allowed to use for capital construction and facility renovation.”

The college’s total budget for all funds is just under $60 million, with $5.45 million funded through property taxes. MPCC maintains facilities across its 18-county service area, with a combined insurable value of $200 million.

Fall enrollment has increased 9.5%, and dual enrollment is up 24%, which Purdy said benefits students while supporting funding. “Right now in the fall of '25 compared to fall of '24, we’re experiencing about a 9.5% increase in enrollment, which is huge, and will help our funding. Dual enrollment has been fantastic…we’re seeing a 24% increase right now in dual enrollment across the service area,” he said.

Student trustees Vernon Graham of North Platte and Jackson Delevaux of McCook gave updates on intramurals, sports, concerts, and festivals. “It’s fun to hear the things that are going on—the intramurals, the student life, some of the concerts and festivals. Great to have students at the table to get their input,” Purdy said. 

Faculty representative Jesse Lovett highlighted English Department conferences and publications.

Other business included approving August bills totaling $1.4 million, settling a 22-year-old worker’s compensation claim, and carrying forward $18.6 million in unused budget authority. 

The next regular MPCC board meeting is scheduled for Oct. 15 at MCC East Campus in McCook.

The concert begins at 4 p.m. at Ogallala High School. Young Original is a quartet of musicians with ties to Branson and Nashville, blending classic melodies with jazz, folk and other genres.

“This is a very energetic group that appeals to all ages,” said board member Mary Jensen during a recent interview on Z 93.5 Country's Sandhills Spotlight.

Tickets are available at the door. Memberships, which include admission to all five annual concerts, will also be sold beginning at 3 p.m. Sunday.

Memberships start at $30 for individuals, $60 for couples and $75 for a family of four.

“It’s one of the best values out there,” said Shirai Armstrong, the council’s membership chair. “An individual pays $15 at the door, but a membership breaks down to just $6 per concert — and these are world-class performers.”

The season continues Oct. 8 with Mexican Brass, a touring quintet known for its mix of classical and modern flair. That concert begins at 7 p.m., also at the Ogallala Performing Arts Center.

Council leaders encouraged residents across Keith County and surrounding areas to attend and consider supporting the arts through memberships.

“Our members, donors and partners help us bring these concerts to Ogallala,” Jensen said. “It’s not just about great music — it’s about bringing the community together.”

MCCOOK, Neb. — With cold and flu season approaching, Southwest Nebraska Public Health Department (SWNPHD) is encouraging residents to get vaccinated against Respiratory Syncytial Virus (RSV) early, ideally in October before the season begins. RSV season typically starts in October and lasts through March.

RSV is a contagious virus spread when an infected person coughs or sneezes, leaving germs on surfaces. Others can contract the virus by touching contaminated surfaces or through direct contact with someone who is infected. People with RSV can spread the virus for up to a week, including two days before showing symptoms.

According to the press release, “Anyone can get RSV; however, most people are infected during their first year of life. While mild cases are common, infants, young children, and older adults are at higher risk for severe illness and complications.” Each year, an estimated 58,000 to 80,000 children under the age of 5 are hospitalized due to RSV.

The press release outlined who is eligible for the RSV vaccine:

Residents are encouraged to talk to their medical provider or local pharmacist to determine eligibility. For additional guidance, SWNPHD can be reached at 308-345-4223.

OGALLALA, Neb. — Ogallala City Council this week approved a $28 million city budget, with nearly half of that tied to major capital projects, including long-delayed wastewater treatment upgrades.

Council member Kevin Wilkins said the operating budget is about $14 million, with another $11–12 million set aside for capital expenditures. A key focus remains the city’s wastewater treatment plant, which has been under state consent orders for repairs. Engineering analysis originally placed the needed work at $30 million, but the city has reduced that estimate to around $11 million.

“We’re waiting on federal loan funds funneled through the state,” Wilkins said. “We can’t spend it if we don’t budget it, but right now the state isn’t releasing that money to local communities.”

The wastewater project is among the most expensive in city history. Officials said securing the federal financing will be crucial to move it forward without forcing dramatic tax hikes.

To balance the overall budget, the council voted to raise the property tax levy from 34 to 38 cents, adding about $200,000 in revenue. Property tax collections will now account for roughly $1.8 million of the city’s general fund.

Wilkins pointed to the city’s strong reserves as a cushion against uncertainty. “That keeps us at about four to five months of reserves, which is what auditors recommend,” he said.

Other council actions included reappointing Steve Krause to the Community Redevelopment Authority, approving licenses for local contractors, and adopting sewer rate increases while leaving water rates unchanged. Hangar rental fees at the city airport will also gradually increase to better reflect market value.

Reports from city staff highlighted ongoing success with nuisance abatement, with just a handful of properties flagged this year. The Housing Authority reported a vacancy rate under 2 percent and a long waiting list for income-based housing, underscoring the need for more affordable units.

The council also heard an update from Nebraska Public Power District, which has not raised rates in more than a decade but cautioned that modest increases are likely in the near future as costs climb.

Wilkins said Ogallala is in a stronger position than many Nebraska communities thanks to partnerships with organizations like the YMCA and innovative strategies such as contracting wastewater management. “We’re growing responsibly while preserving what makes Ogallala, Ogallala,” he said.

ABC brought Jimmy Kimmel Live! back Monday, less than a week after suspending the late-night show over controversy surrounding Kimmel’s remarks about conservative activist Charlie Kirk. The network said internal discussions led to the decision to reinstate the program.

But two of the nation’s largest station groups—Nexstar Media Group and Sinclair Broadcast Group—say they will continue to preempt the show on their ABC affiliates. Together, those companies own roughly one-quarter of ABC stations nationwide.

That includes Nebraska Television Network (NTV), which operates ABC affiliates KHGI in Kearney, KWNB in Hayes Center and their translators serving North Platte, Ogallala and much of western and central Nebraska. Sinclair owns the network, and as a result, Jimmy Kimmel Live! is being replaced with other programming on those stations.

The move means many Nebraska viewers, particularly in the western half of the state, won’t see Kimmel’s return on traditional broadcast. By contrast, Lincoln’s ABC affiliate, KLKN, is not owned by Sinclair and is expected to continue carrying the show as normal.

Nexstar and Sinclair both say their decisions stem from concerns over Kimmel’s recent remarks. Nexstar called them “ill-timed and insensitive,” while Sinclair said it wants a “formal dialogue” with ABC about promoting “constructive dialogue” in programming.

The dispute underscores the influence local affiliates hold over what reaches viewers, even when a network reinstates a show. Analysts warn the preemptions could affect ratings and advertising reach, especially in mid-sized markets.

Kimmel, one of late night’s longest-serving hosts, has not publicly addressed the suspension or the affiliate backlash. ABC has not said whether content guidelines will change moving forward.

OGALLALA, Neb. — The Ogallala City Council is set to meet Monday evening, Sept. 23, with a full agenda that includes infrastructure projects, financial considerations, and updates to city ordinances.

Among the top items, council members will review bids for a planned street improvement project. The work is part of the city’s ongoing effort to maintain and upgrade local roads, a recurring topic as residents and businesses continue to voice concerns about aging infrastructure. Council is expected to discuss contractor proposals and determine next steps for moving the project forward.

Budget and financial matters are also on the docket. The proposed budget for fiscal year 2025–26 sets the General Fund at just over $6.2 million, supporting day-to-day operations such as police, fire, parks, streets, and administrative services. The Street Fund is budgeted at roughly $2.4 million, while Water and Sewer Utilities together account for more than $3.8 million in planned spending. The proposal also includes $1.1 million for capital projects, along with designated reserve balances aimed at keeping Ogallala financially stable while addressing growth and infrastructure needs.

Several ordinances are scheduled for second and third readings. These include zoning and code amendments designed to update city regulations in line with development trends. Such measures typically draw attention from property owners, developers, and residents seeking clarity on how changes may affect land use.

The meeting will also feature reports from city departments, offering updates on ongoing projects and services. A public comment period is included early in the session, giving residents a chance to raise concerns or share feedback on matters not listed on the formal agenda.

The council will convene at 7 p.m. at Ogallala City Hall, located at 411 East 2nd Street. The meeting is open to the public, and community members are encouraged to attend.
